Plans of Action
Plans of action are planning and management tools – for both ongoing and new initiatives – to address settlement and other priorities and needs in a comprehensive manner. Through their formulation processes, plans of action are primarily intended to guide countries and cities action planning through:

identifying major issues and problems;

identifying priorities and policy options;

formulating policies and their related strategies;

identifying, mobilizing and leveraging resources fro plan implementation;

allocating responsibilities and roles for plan implementation, monitoring and evaluation.
