Brazil – Emergency Fire Prevention and Control Project G: Main Loan Conditions

1. Effectiveness Conditions:

• Emergency Situations declared in at least twenty priority Municipalities, there being one priority Municipality for which such declaration has been issued in each of the seven States;
• Implementation Agreement between MMA and IBAMA effective;
• SEPRE/MPO Agreement effective;
• Operating Agreements satisfactory to the Bank signed between IBAMA and INPE and FUNAI; and between SEPRE and the Army, Air Force, and CBMDF;
• Participation Agreements between IBAMA and each Participating State and at least twenty Priority Municipalities effective;
• State Action Plans encompassing at least fifty percent of the Deforestation Arc received by the Bank;
• At least four CEDECs established;
• PCU established with key staff appointed;
• Annual Operating Plan for the first year of Project implementation approved by the Bank;
• Operational Manual furnished to the Bank;
• Financial management system satisfactory to the Bank in place.
