Organizations of the Ministry of Forestry prepared for fire season of 2010.
Prevention and control of forest fires is one of the priorities of the Ministry of Forestry. With this objective, the industry created a network of fire observation towers and masts, fire- chemical stations, a fleet of fire trucks and other equipment. Every year the works on fire fighting arrangement of forests are implemented, a system of ground and air patrols of the forest estate is organized, as well as the duty of the state forest protection during the fire season. The interaction with the MOE and its regional bodies, local executive and regulatory power is arranged constantly. Annually training of land and air forces on forest fires is implemented with a demonstration of modern firefighting equipment . All this allows to control the fire situation in forests.
Over the last decade an increase in amplitude and frequency of weather conditions variability in the fire season is registered, mosaic expression of anomalously dry periods in the territory of the Republic, which complicates the forest fire situation.
The year 2009 was characterized by high amplitude vibrations of fire danger classes. At the beginning of fire season, there is a high and in some areas – the emergency fire danger due to weather conditions. In connection with this there was the upsurge of forest fires, as compared with the average figure. At the peak of the spring fire danger in some days up to 100 fires were recorded.
The major forest fires occurred in the Gomelski state forest enterprise. Total for season there were 1485 fire incidents in the forests with the total area of 1,709.5 hectares, including in the forests of Ministry of Forestry – 1244 cases (84%) with the total area of 1,565.7 hectares (92%). Damage to the organizations of Ministry of Forestry by forest and peat fires, including the costs of response, was 873.1 million rubles.
Analysis of the causes of fires occurred showed that 50% of them caused by the fault of the population because of the violation of fire safety in forests, 33% – for unknown reasons, 16% – from agriculture burnings, 1% – caused by logging companies and other organizations. The state forest guard compiled 368 protocols of administrative responsibility; 232 offenders paid 12 million rubles of penalties for violation of fire safety rules in the forests.
According to the estimate based on the results of long-term observations, in 2010 there is a high fire danger in forests. In order to ensure timely preparation for the fire season has the Ministry of Forestry issued an order, which approved the Plan of fire prevention in 2010, similar orders issued in other forestry organizations.
Together with the Research Institute of Fire and Emergency problems of MOE the “Rules of fire safety in the forests of the Republic of Belarus” were drafted. Belgiproles ” elaborated a general plan of forest fire prevention for the 10-year period for Brest and Grodno forestry enterprises (in 2008 – for Gomel and Mogilev).
The stocktaking of forces and means of departmental systems of protection of forests from fires was implemented. United system of ground detection of forest fires has 482 fire observation towers (11 of them installed in 2009) and 66 poles. 242 fire-chemical stations are functioning and 668 fire depots, which concentrate 470 fire engines, 63 forest fire modules, 369 barrels, 554 water tanks, 1042 tillage implements, 931 pumps, 236,8 km of fire hoses, 7473 knapsack sprayers, 763 chainsaws, etc. For efficient organization of work on detection and extinguishing forest fires, forest protection has 3261 radios for communications with aircrafts.
Plan of fire protection activities in 2010 foresees the arrangement of 73 thousand kilometers of mineralized strips, taking care of 148 square kilometers of previously established stripes, cutting of 74 km of fire breaks, installation of 9177 banner-headlines on fire themes, 5586 swing gates on the roads passing through forest areas. Aviation forest protection will be implemented by 15 aircrafts of Bellesavia.

Организации Министерства лесного хозяйства подготовились к пожароопасному сезону 2010 года.
Предупреждение и борьба с лесными пожарами является одной из приоритетных задач Министерства лесного хозяйства. С этой целью в отрасли создана сеть пожарно-наблюдательных вышек и мачт, пожарно-химических станций, имеется парк пожарных машин и иной техники. Ежегодно выполняются работы по противопожарному обустройству лесов, организована система наземного и воздушного патрулирования лесного фонда, а также дежурство государственной лесной охраны в течение пожароопасного сезона. На постоянной основе осуществляется взаимодействие с МЧС и его территориальными органами, местными органами исполнительной и распорядительной власти. Ежегодно проводится учеба сил наземной и авиационной охраны лесов от пожаров с демонстрацией современных средств пожаротушения. Все это позволяет контролировать пожарную ситуацию в лесах.
На протяжении последнего десятилетия отмечено увеличение амплитуды и частоты изменчивости погодных условий в пожароопасный сезон, мозаичное проявление на территории республики аномально засушливых периодов, что осложняет лесопожарную ситуацию.
Высокой амплитудой колебаний классов пожарной опасности характеризовался 2009 год. В начале пожароопасного сезона наблюдалась высокая, а по отдельным районам – чрезвычайная пожарная опасность по условиям погоды. В связи с этим резко возросло число случаев пожаров в лесном фонде по сравнению со среднегодовым показателем. В пик весенней пожарной опасности в отдельные дни фиксировалось до 100 очагов возгорания.
Самые крупные лесные пожары произошли в Гомельском ГПЛХО. Всего за сезон зарегистрировано 1485 случаев пожаров в лесном фонде на общей площади 1709,5 га, в том числе в лесах Минлесхоза – 1244 случая (84%) общей площадью 1565,7 га (92%). Ущерб, нанесенный организациям Минлесхоза лесными и торфяными пожарами, включая расходы по ликвидации их последствий, составил 873,1 млн руб.
Анализ причин произошедших пожаров показал, что 50% из них возникло по вине населения из-за нарушения правил пожарной безопасности в лесах, 33% – по неустановленным причинам, 16% – от сельхозпалов, 1% – по вине лесозаготовителей и других организаций. За нарушение правил пожарной безопасности в лесах государственной лесной охраной было составлено 368 протоколов об административной ответственности; с 232 нарушителей было взыскано 12 млн руб.
Согласно прогнозу, основанному на результатах многолетних наблюдений, в 2010 г. ожидается высокая пожарная опасность в лесах. В целях обеспечения своевременной подготовки к пожароопасному сезону издан приказ Минлесхоза, которым утвержден План противопожарных мероприятий на 2010 г. Аналогичные приказы изданы в ГПЛХО и лесхозах.
Совместно с Научно-исследовательским институтом пожарной безопасности и проблем чрезвычайных ситуаций МЧС разработан проект “Правил пожарной безопасности в лесах Республики Беларусь”. РУП “Белгипролес” разработаны Генеральные планы противопожарного устройства лесов на 10-летний период для Брестского и Гродненского ГПЛХО (в 2008 г. – для Гомельского и Могилевского).
Проведен учет сил и средств ведомственной системы охраны лесов от пожаров. Единая система наземного обнаружения лесных пожаров насчитывает 482 пожарно-наблюдательных вышек (11 из них установлены в 2009 г.) и 66 мачт. Функционируют 242 ПХС и 668 ППИ, в которых сосредоточено 470 пожарных автомобилей, 63 лесопожарных модуля, 369 бочек РЖТ, 554 емкостей для воды, 1042 почвообрабатывающих орудия, 931 мотопомпа, 236,8 км пожарных рукавов, 7473 ранцевых опрыскивателей, 763 бензопилы и др. Для оперативной организации работ по обнаружению и тушению лесных пожаров, обеспечения связи с воздушными судами авиационной охраны лесов имеется 3261 радиостанция.
Планом противопожарных мероприятий 2010 г. предусмотрено устройство 73 тыс. км минерализованных полос, уход за 148 тыс. км ранее созданных полос, разрубка 74 км противопожарных разрывов, установка 9177 аншлагов на противопожарную тематику, 5586 шлагбаумов на дорогах, проходящих через лесные массивы. Авиационная охрана лесов будет осуществляться 15 воздушными судами РУП “Беллесавиа”.
