Federal forest management largely escaped major cuts in the Bush administration’s first budget. Bush’s proposed $4.6 billion total budget for the U.S. Forest Service is $491 million less than what it is authorized to spend this year. However, nearly all of the cuts represent emergency spending for last summer’s wildfires.
