Prevent and/or control large-scale wildfires in the Brazilian Amazon during the dry season of 1998; generate lessons to ensure conditions are created to prevent large fires in the mid-term.
Local settlers are equipped and trained in controlled burning techniques, fire preventive measures educated on the current risks of forest fires due to the atypical dry conditions in 1998.
Fire suppression units equipped and trained and prepared at a local, state and federal level.
Fire risk and meteorological data delivered in a clear and timely fashion to decision makers at all levels.

Outputs:
1.1 Data and maps on forest fire risks, and hot spots is identified, monitored and assessed by decision makers.
2. Regulations on fire burning in risk areas is enforced; publicity and educational campaign is carried out.
2.1 Situation rooms created in IBAMA and SEPRE; local and municipal fire brigades are trained and equipped. Educational and publicity campaign carried out throughout the Arc of deforestation.
3. State fire departments are trained and equipped; IBAMAs enforcement units equipped and prepared; federal task force is equipped and operational; Forest fire suppression activities implemented
4. Project management unit operational.
1.1 Risk, weather, deforestation and fire maps created, and disseminated as of 9/98;
1.2 Field testing of maps carried out as of 9/98;

1. Assess the risk of forest fires using satellite-based and other detection systems. (US$ 0.5 million)
2. Mobilize and train and equip communities to practice controlled burning and prevent forest fires; undertake a publicity and educational campaign illustrating the dangers of large scale fires due to El Niño; establish a situation room in SEPRE.

3. Strengthen the capacity to suppress forest fires by training and equipping state fire departments and the Federal Task Force.
