Prevent and/or control large-scale wildfires in the Brazilian Amazon during the dry season of 1998; generate lessons to ensure conditions are created to prevent large fires in the mid-term.

 

Local settlers are equipped and trained in controlled burning techniques, fire preventive measures educated on the current risks of forest fires due to the atypical dry conditions in 1998.

Fire suppression units equipped and trained and prepared at a local, state and federal level.

Fire risk and meteorological data delivered in a clear and timely fashion to decision makers at all levels.

Distribution mechanisms in place to deliver fire-fighting equipment to reach local communities, municipalities, states and the federal task force in a timely fashion before the outbreak of fires.

IBAMA collaborates with states, municipalities and other government agencies.

Outputs:

1.1 Data and maps on forest fire risks, and hot spots is identified, monitored and assessed by decision makers.

2. Regulations on fire burning in risk areas is enforced; publicity and educational campaign is carried out.

2.1 Situation rooms created in IBAMA and SEPRE; local and municipal fire brigades are trained and equipped. Educational and publicity campaign carried out throughout the Arc of deforestation.

3. State fire departments are trained and equipped; IBAMA’s enforcement units equipped and prepared; federal task force is equipped and operational; Forest fire suppression activities implemented

4. Project management unit operational.

 

1.1 Risk, weather, deforestation and fire maps created, and disseminated as of 9/98;

1.2 Field testing of maps carried out as of 9/98;

1.3 decision model operational as of 9/98.

2.1 enforcement teams deployed to detected hot spots.

2.2 operational manuals created, and situation room in SEPRE fully staffed, equipped and operational as of 9/98;

2.3 communication networks established in states and municipalities along the Arc as of 9/98;

2.4 local and municipal brigades are trained on fire prevention techniques and equipped (hand tools, protective gear, radios etc.) from 9/98 to 12/98.

2.5 brochures on controlled burnings and posters, TV and radio spots, etc. distributed as of 9/98.

3.1 State fire departments trained and equipped (fire fighting and protective equipment) for wild-land fires;

3.2 Federal task force established and equipped (including SINDEC, CBMDF, Army, Air Force); an operational manual would be developed for the task force

4.1 Creation of an PCU with qualified staff during the duration of the project;

4.2 Implement project monitoring unit to assess project performance;

4.3 Undertake specific studies related to the lessons learned on how to better manage the increasing risk of fires in the mid-term.

1. Information is delivered in a timely and clear fashion.

2. Equipment is delivered to local communities, municipalities in a timely fashion; training, educational and publicity campaigns are created and communities participate proactively in controlled burning practices. Situation room is implemented and operational.

3. Equipment is delivered and training is carried out in a timely fashion to address escaped fires.

4. PCU members effectively coordinate the project. Studies and project evaluations are carried out and the lessons incorporated in the project.

1. Assess the risk of forest fires using satellite-based and other detection systems. (US$ 0.5 million)

2. Mobilize and train and equip communities to practice controlled burning and prevent forest fires; undertake a publicity and educational campaign illustrating the dangers of large scale fires due to El Niño; establish a situation room in SEPRE.

3. Strengthen the capacity to suppress forest fires by training and equipping state fire departments and the Federal Task Force.

4. Establish the PCU, and monitor and learn how better to manage the increasing risk of forest fires in the region. (US$ 2.2 million)

 

1. Maps developed and distributed to users and decision makers; operational manuals are created and distributed to end users.
