CHILE: In Viña del Mar, experts from nine countries signed protocols of exchange and multilateral support during forest emergencies, to make international cooperation more efficient and expeditious in the face of large-scale disasters.

At the O’Higgins hotel in Viña del Mar, between Tuesday 3 and Wednesday 4 October, the Second Regional Symposium and Consultation on Cooperation in Cross-Border Fire Management in South America was held, an event that brought together experts from Argentina, Bolivia, Brazil, Ecuador, Peru, Uruguay, Paraguay, Venezuela and Chile, who exchanged experiences and mechanisms of action regarding the prevention and fight against forest fires, and also signed protocols to make international cooperation more efficient and expeditious in case of large emergencies.

Aarón Cavieres, the executive director of the National Forestry Corporation (CONAF), said that “we are closing this symposium in the best way. First, with a tremendous collaboration and participation of the countries of South America, with the establishment of a Regional Secretariat that will work, in an organized and joint manner, the issues of prevention and protection against forest fires in the area, whose headquarters will be in Chile, and with a presidency that is going to be itinerant among the nations “.

“Chile through this way will become a training center, in addition, which reflects the work we have done, but also the confidence of all countries, the willingness and brotherhood that requires the issue of forest fires, to collaborate and to establish mechanisms that, in effect, allow us to have a much more agile and timely assistance than we have today, “he added.

For his part, the director of the World Center for Forest Fire Monitoring, Johann Goldammer, said that “the regime of fire behavior has changed and climatic events are going to have an impact on more extreme forest fires, all over the world. Our society is increasingly vulnerable to this type of emergency, which is a challenge for professionals responsible for fire management. If we want the results of this consultation to work, we must continue working together, and also pushing the decision makers, the politicians, to achieve a change “.

Meanwhile, the national operational focal point of Firefighters of Chile, Alejandro Artigas, described the cross-border encounter as “a very valuable and useful experience, which will serve us for the next season (high probability of occurrence of forest fires) that, We hope, it will be much quieter than the last one. The task of all of us is to be prepared, we must not wait for things to happen before we start to design a solution or invent a form of help, support or reinforcement. I think that this is a very good instance, that I hope you do not have to use it, but it’s like insurance, it’s better to have it and not use it, than to not have it “.

It should be noted that the international meeting was organized by the government of Chile, represented by CONAF, and the World Forest Fire Monitoring Center, with the support of the Ministries of Interior and Public Security, Foreign Affairs and Agriculture, and financial sponsorship of the German Federal Ministry of Food and Agriculture.

The First Regional Symposium and Consultation on Cooperation in Cross-Border Fire Management in South America was held in the Santa Teresa National Park (Uruguay), in May 2016. On that occasion, Chile and other countries joined voluntary cooperation platforms, such as the South American Regional Wildland Fire Network. This is one of the 14 regional networks under the Global Forest Fire Network (GWFN), which operates under the International Strategy for Disaster Reduction of the United Nations (UNISDR).
