SCHWARZENBERG (anh). Weltweit immer wieder Thema: Waldbrände. Denn: Für ein solches Feuer braucht es nicht viel: Trockenes Wetter und eine achtlos weggeworfene Zigarette und schon brennen Bäume lichterloh. “Auch im Bezirk Rohrbach begleitet uns die Waldbrandgefahr ständig”, sagt Günther Gierlinger, Kommandant des Feuerwehrabschnitts Aigen. Der Sturm Kyrill und der Borkenkäfer haben vor allem im Böhmerwald große Mengen an leicht entflammbarem Totholz zurückgelassen. Zudem bietet das unwegsame Gelände wenig geeignete Stellen für die Löschwasserentnahme. Und auch die Sprachbarriere mit den tschechischen Kollegen stellt eine Herausforderung dar. Um im Ernstfall dennoch rasch und effektiv handeln zu können, wurde daher vor zwei Jahren die Idee einer länderübergreifenden Waldbrandübung geboren. Das Ergebnis: Die dreitätige Katastrophenschutzübung “Austrian Bavarian Czech Forest Fire Drill”. Sie geht von 30. Juni bis 2. Juli auf einem 100 Hektar großen Gebiet über die Bühne.

“Unser Ziel ist es, zu lernen”

Los geht es am Freitag am frühen Nachmittag. Angenommen wird zunächst ein kleiner Brand auf deutschem Staatsgebiet. Hierfür werden lokale Feuerwehren aus Deutschland und Österreich alarmiert. Da das Feuer sich weiter ausbreiten wird, bekommen sie kurze Zeit später Unterstützung vom Bundesheer. Am Samstag wird schließlich im Landkreis Freyung-Grafenau der Katastrophenfall ausgerufen. Der Wind treibt das Feuer zusätzlich nach Österreich. Zu diesem Zeitpunkt werden dann 600 Einsatzkräfte von Feuerwehr, Rotem Kreuz, Bergrettung, Polizei und zuständigen Behörden vor Ort sein und die Flammen bekämpfen. Mit dabei auch: das Österreichische Bundesheer mit sieben Luftfahrzeugen. Details der Übung sind Oberst Georg Klecatsky und den Soldaten aber unbekannt. “Das ist auch gut so, damit das Ganze so reell wie möglich ablaufen kann. Es sollen und es werden dabei Fehler passieren. Nur so kann letztendlich ein gemeinsamer Einsatzplan entstehen”, sagt Klecatsky. Das ist nämlich eines der Ziele. Schwarzenbergs Bürgermeister Michael Leitner meint: “Unser Ziel ist es, zu lernen”. Er wird bei der Übung als behördlicher Einsatzleiter fungieren. Denn: Nur der Bürgermeister kann im Ernstfall das Bundesheer anfordern. Interessant wird auch die Kommunikation: “Die Feuerwehren haben in allen drei Ländern unterschiedliche Funksysteme”, verrät Gierlinger. Per Funk können die Mitglieder also nicht sprechen.

Im Rahmen eines Interreg-Projektes wird ein grenzübergreifender Einsatzplan für einen effizienten Waldbrandschutz erstellt werden. Mittels regelmäßiger Treffen soll dieser aktuell gehalten werden.
