Soy un combatiente de Incendios Forestales, que desde el año 1988, y a raíz de los incendios forestales que arrasaban los bosques nativos e implantados de nuestra Patagonia Argentina, tome la decisión de sumarme como combatiente a las filas de un organismo del estado nacional, IFONA, Instituto Forestal Nacional que por ese entonces contaba con una brigada de combatientes dedicados a la lucha contra incendios forestales de la argentina mas precisamente de la Patagonia. Desde entonces y con mis dieciocho años de edad, en plena juventud, me dedique al oficio de luchar con los fuegos, capacitándome y perfeccionándome día a día para que la tarea fuese más eficiente. Tuve la suerte de contar con un jefe instructor muy capacitado a nivel país y en el exterior como lo es don Felipe Luis Ivandic, persona reconocida en todo el exterior en cuestiones de fuegos.

Así, con mucho sacrificio pero convencido y feliz de lo que estaba haciendo por nuestra naturaleza, fueron pasando los años, hasta que en el año 1990, se disuelve el organismo IFONA, que pasa a manos del INTA, Instituto Nacional de Tecnología Agropecuaria, institución que no continua con la brigada de incendios forestales. Es entonces que entro a trabajar al SPLIF, Servicio de Prevención y Lucha Contra Incendios Forestales, organismo a cargo de los incendios forestales en la provincia de Rio Negro, en esa institución cumplí el rol de combatiente y en una torre de observación de detección temprana de los incendios, hasta el año 1995, no quiero dejar de mencionar que en hasta ese momento la condición laboral siempre fue precaria, es decir me contrataban durante la temporada de incendios y en el invierno me dejaban sin empleo teniendo que recurrir a los trabajos golondrina (changas) para poder subsistir con mi familia. Pero como mencionaba anteriormente estaba feliz de defender los bosques y el medio ambiente, siempre convencido de que la situación de inestabilidad laboral en algún momento se podría revertir ya que para mí en ese momento la tarea de prevenir y combatir los incendios forestales ya se estaba convirtiendo en mi profesión.

Ya en el año 1996, y a raíz de los grandes incendios forestales y de interfase que azotaban la ciudad de San Carlos de Bariloche y sus alrededores, es que se crea desde el estado nacional, el Plan Nacional de Manejo del Fuego, creando a su vez el PNMF una brigada de combate de incendios forestales, con asiento en el paraje Las Golondrinas, Chubut, que en sus principios daría asistencia a toda la Patagonia en el verano y luego a todo el país.

En 5 de noviembre de 1996, y a solicitud del creador de la Brigada Nacional del PNMF, don Felipe Luis Ivandic, fui convocado a formar parte de esta Brigada Nacional, por contar con experiencia en el combate, ya que al momento contaba con seis años en temporadas en las instituciones antes mencionadas. Ahí, en mis primeros años me desempeñe como combatiente de incendios forestales, concurriendo a una gran cantidad de fuegos en la región y en distintas provincia de nuestro país, incluyendo también la participación a los incendios del Amazonas Brasil, donde nuestro país prestó asistencia a esos grandes incendios y donde la brigada nacional tuvo una reconocida participación. Otra de las actividades que realizaba aparte de combatir incendios forestales me capacite como personal helitransportado, director de tiro, y operador de carga asistida a aviones y helicópteros

Debo mencionar que si bien trabajaba todo el año, se nos pagaba una suma fija y no contábamos con cobertura de obra social, asignación familiar ni aporte previsional, es decir que hasta el año 2004 si mal no recuerdo, no contábamos con ningún tipo de aportes. Luego de mucha lucha para cambiar la situación laboral y contar con algún tipo de cobertura social nos pasaron a monotributista, situación que dura hasta febrero del 2005, donde por un decreto de excepción logramos entrar a contratos resolución 48/02, que no es lo mejor pero por lo menos accedimos a algunos derechos como trabajadores, obra social, jubilación, asignación familiar y otros beneficios que se fueron sumando, pasando a ser empleados de la Secretaria de Ambiente y Desarrollo Sustentable de la Nación.

Continuando con mi historia, ya en el año 2000, y hasta el año 2011 me desempeñe como jefe de cuadrilla, luego jefe de brigada, siendo mi función conducir grupos de combatientes, en su formación, entrenamiento y conducción en el combate de los incendios forestales, combatí incendios a cargo de grupos de trabajos en distintas provincias de nuestro país tales como; Jujuy, Misiones, Corrientes, Entre Ríos, La Pampa, La Rioja, Mendoza, Neuquén, Rio Negro, Chubut, Tierra Del Fuego, y en una solicitud de ayuda por parte del país vecino de Chile tuvimos intervención en el incendio forestal de Torres del Paine, también estos últimos diez años me he desempeñado como instructor en los cursos para combatientes y jefes de cuadrillas que dicta el PNMF en distintas provincia, tarea de prevención en las escuelas, mediante campañas de concientización a alumnos de escuelas primarias, y un sinfín de actividades mas que llevarían mucho tiempo enumerarlas a todas.

Quiero mencionar también que al ingreso a la brigada nacional contaba con estudios primarios terminados, y al cabo de cuatro años de estudio entre el 2006 al 2009 en horario nocturno pude lograr culminar mis estudios secundarios completos obteniendo un titulo de Perito Mercantil, todo este esfuerzo fue con el objetivo de tener un mejor desenvolvimiento en las tareas que me encomendaba el servicio. Ya en el año 2012, y con muchos conocimientos avanzados y con 42 años de edad, afiance mi trabajo en la prevención y en tareas de exención de la Brigada Nacional PNMF, realizando un sinfín de actividades, en distintas aéreas, patrimonio y logística, comunicación, área técnica, etc.

Hoy 10 de enero de 2013 me encuentro escribiendo esta carta de mi vida laboral para el estado encontrándome sin contrato ya que el día 5 de enero del corriente año me llego una notificación del Área RRHH de la Secretaria de Ambiente y Desarrollo Sustentable, donde me manifiestan que el contrato 2013, no será objeto de renovación o prorroga, y es por ello que yo me pregunto; ¿y los 22 AÑOS que trabajé para el Estado poniendo mi vida en riesgo en cada incendio, tragando humo, tierra y ceniza para lograr el objetivo de preservar nuestros bosques no tiene ningún valor? ¿Todos los años de capacitación que me brindo el estado?¿toda la trayectoria puesta de mi parte para que cada día seamos mas profesionales en el combate de los incendios forestales?

Hoy con 42 años de edad, y después de haber dejado la mitad de mi vida en mi trabajo me parece que no es justo que se me quite mi fuente de trabajo, como también la posibilidad de que mi hijo pueda continuar con sus estudios en la universidad, porque es sabido que sin trabajo y sin dinero es muy difícil lograr estudios universitarios, porque mi objetivo y el de el es ser una persona de bien, servir al país, educarse para ser alguien en la vida… En esta fiestas de fin de año, seguramente la persona que tomo la decisión de dejarme sin empleo habrá brindado con su familia y festejado con champagne, mientras mi mujer yo y mi hijo solo nos abrazamos y lloramos, porque no teníamos nada que festejar… Imagínese, sin trabajo toda la dignidad de un hombre se cae por el piso, al saber que no podrá lograr los objetivos fijados.

Ya hoy con 42 años de edad, 22 al servicio de combatir incendios forestales es muy difícil conseguir un empleo, sabido es que todo empleador busca jóvenes para trabajar, entonces esa es otra dificultad que se me presenta. Hoy termino aquí en un rincón, abandonado, sin trabajo, sin derecho como argentino a mantener mi fuente de trabajo… Paradójicamente han aprobado la contratación de más personal para la brigada y por otro lado me están quitando la fuente de trabajo
Es por todo lo expuesto, SEÑORA PRESIDENTA, que no voy a darme por vencido, luchare con las pocas fuerzas que me quedan para continuar con mi trabajo, y vengo ante usted a pedirle ayuda para lograrlo, usted ha dejado demostrado que quiere un país con personas dignas y el trabajo dignifica, ojala pueda llegar esta carta a sus manos porque de ser así estoy cien por cien convencido que voy a tener una respuesta favorable.

I am a Forest Fire Fighter. In 1988, following the devastating wildfires in native and plantation forests in Argentinean Patagonia, I took the decision to join the ranks as a fighter with IFONA (Instituto Forestal Nacional / National Forestry Institute),  which by then had a brigade of fighters dedicated to fighting wildfires more precisely in Argentinean Patagonia. Since then, at the young age of eighteen, I devoted myself to the craft of fighting fires – perfecting the task everyday to become more efficient. I was fortunate to have a highly qualified chief instructor at home and abroad in Luis Felipe Ivandic – a person recognized around the world on issues related to wildfire.

So, with great sacrifice but convinced and happy of what I was doing for our nature, the years passed. In 1990 IFONA was dissolved and passed to the INTA (Instituto Nacional de Tecnologia Agropecuaria / National Institute of Agricultural Technology), which did not continue to support the forest fire brigade. That’s when I went to work with SPLIF (Servicio de Prevencion y Lucha contra Incendios Forestales / Service of Prevention Suppression of Forest Fires), the agency in charge of forest fires in the province of Rio Negro. There I played the role of fire fighter as well as in an early detection observation tower until 1995. I want to mention that to this point the employment conditions had always been precarious: we were hired during the fire season in summer and in winter left without a job – having to resort to temporary jobs to be able to subsist with my family. However, as mentioned above I was happy to defend the forests and the environment – always convinced that labor instability at some point could be reversed because for me because the task of preventing and combating forest fires was becoming my profession.

In 1996 large forest fires swept through the surroundings of San Carlos de Bariloche city. Partly as a result, the national government created the PNMF (Plan Nacional de Manejo del Fuego / National Plan of Fire Management) – creating a brigade to combat forest fires based in Las Golondrinas, Chubut region. This plan was initially implemented in Patagonia and later spread to the whole of Argentina.

On November 5, 1996, at the request of the creator of the National Brigade PNMF, Luis Felipe Ivandic, I was asked to be part of the National Brigade due to my firefighting experience. Until that time I had worked six fire seasons in the aforementioned institutions. In my early years with the National Brigade I served as a forest fire fighter, attending a lot of fires in the region and in other provinces of our country, including participation in the Brazilian Amazon fires when our country assisted. Apart from combating wildfires I took a qualification as airborne (helicopter) staff, shot director, and operator of assisted cargo for planes and helicopters.

I should mention also, that while I worked all year round we received a fixed wage without coverage of social security, family allowance or pension contribution. Until 2004, we did not receive any of this. After much struggle to change the employment situation to receive some kind of social security, we were upgraded to single-tax-payer status. This situation lasted until February 2005, when, by a decree of emergency contracts we entered resolution 48/02. This was not an ideal arrangement, but at least we were eligible to certain rights as workers – social security, retirement, family allowance and other benefits – and become employees directly of the Ministry of Environment and Sustainable Development of the Nation (Secretaria de Ambiente y Desarrollo Sustentable de la Nación).

Continuing with my story: from 2000 until 2011 I served as Crew Chief, then Brigade Chief training fighter groups in forest fire combat techniques. I worked in fire fighting groups in different provinces of our country such as; Jujuy, Misiones, Corrientes, Entre Ríos, La Pampa, La Rioja, Mendoza, Neuquén, Rio Negro, Chubut, Tierra Del Fuego, and on an request from the neighboring country of Chile to help in the suppression of a wildfire in Torres del Paine National Park. Also the last ten years I have worked as an instructor in courses for fighters and Brigade Chiefs for the PNMF in different provinces as well as lessons in fire prevention and awareness for school children and a host of activities that would take too long to list.

I’ll also mention that I entered to the National Brigade with only my primary school completed. After four years of study at night school from 2006 to 2009 I finished my high school certificate – obtaining a degree in Market Expert. All this effort was in order to achieve better performance in the tasks entrusted  to me in the service. In 2012, with a great depth of knowledge and at 42 years old I secured my job in prevention and relief tasks in PNMF’s National Brigade, performing a multitude of activities in different areas such as heritage and logistics, communication , technical areas, etc.

Today – January 10, 2013 – as I find myself writing this letter chronicling my life working for the state, I am without a contract because on January 5th I received notice from the HR area of the Secretary of Environment and Sustainable Development that informs me that the contract of 2013 will not be subject to renewal or extension. Now I wonder; what about the 22 years I worked for the State putting my life at risk in each fire, swallowing smoke, earth and ashes to achieve the objective of preserving our forests? All the years of training that were provided by the state? All the effort I put in my career so each day we could be more professional at fighting forest fires?

Today at 42 years of age, and after leaving half of my life in my work, I do not think it is right to take away my source of work, as well as the possibility that my son can continue with his studies at the university. It is known that with no job and no money it will be very difficult to pay the college fees. Because my goal was and is to be a good person, serve my country and become educated to be someone in life … This holiday season surely the person who made the decision to leave me out of work celebrated with his family toasting with champagne while me and my wife and son just hugged and cried because we had nothing to celebrate… Try to imagine how all the dignity of an unemployed man falls to the floor, knowing that he can not achieve his objectives.

Today at 42 years old – 22 dedicated to service combatting in forest fires – it is very difficult to get a job. It is known that every employer seeks young people to work. Today I end here in the corner; abandoned; no job; no right as an Argentinean to keep my work source … Paradoxically the decision has been made to hire additional personnel in the same brigade from which my source of labor was taken.

So it is for all these reasons, Madam President, that I will not give up. I will fight with all the strength I have left to continue my work and I come to you to ask for your help to do that. You have shown that you want a country with worthy people dignified by work. I hope I can get this letter to your hands because if so I am one hundred percent convinced that I will get a favorable response.
