MANILA — Malaysia urged Indonesia, the Philippines and Cambodia on Tuesday to ratify a haze accord to make it more effective in combating haze from forest fires that threatens to harm the health of Southeast Asians and obscure the tourism industry.

“If it is ratified by all ASEAN members, it can be given its full force,” Malaysian Deputy Environment Minister S Sothinathan said of the haze pact. Sothinathan is in Manila to attend a three-day informal meeting of ministers from the Association of Southeast Asian Nations on the environment that opened Monday.
