According the INCIDENT MANAGEMENT SITUATION REPORT the current situation for 21 October 1999 can be quoted as follows:

“…
CURRENT SITUATION
Minimal initial attack activity was reported in all Geographic Areas. A new large fire occurred in the Northwest Area. Containment objectives were met on large fires in the Northern California and Southern Areas. The National Interagency Coordination Center mobilized crews, radio equipment, engines, dozers, infrared aircraft, and miscellaneous overhead. Very high to extreme fire indices were reported in California, Oregon, Utah, and Idaho.

OUTLOOK:
An expansive high pressure system aloft is dominating the western United States, resulting in continued warm and dry conditions throughout the interior west. Sunny skies are predicted over the entire region, except for morning low clouds and fog along the coasts of Washington, Oregon, and California. Local inversions will produce haziness and lowered visibility during the early morning and evening hours. Southern California will have locally breezy conditions, mainly through passes and canyons.
High temperatures in California will be 55 to 65 along the coast and in the 60’s and 70’s in the interior valleys. The mountains of Idaho, Nevada, and Utah will have temperatures in the 50’s, while temperatures in the Great Basin at lower elevations will range from the low 60’s to the high 70’s. The deserts in California, Nevada, and Utah will have temperatures in the 80’s and 90’s.
