The INCIDENT MANAGEMENT SITUATION REPORT from 13 July 1999 can be quoted as follows:
“…
CURRENT SITUATION:
Initial attack activity increased in California and was moderate in the most other areas. Good progress was made on existing large fires in the Northern California, Great Basin and Southern Areas. The National Interagency Coordination Center mobilized an airtanker, helicopters, radio equipment and miscellaneous overhead. High to extreme fire indices were reported in Alaska, Oregon, California, Idaho, Utah, Nevada, Wyoming and Arizona.

OUTLOOK:
A fire weather watch is posted for North Central Oregon for low relative humidity, low fuel moisture and gusty winds. A fire weather watch is posted for Washington’s eastern slopes of the cascades for gusty valley winds to 30 MPH.
The broad upper level ridge over the western U.S. will remain over the southern tier states, but an upper level trough will begin to dig into the northwestern states. Gusty down slope winds and dry conditions are expected over eastern Washington and Oregon.
The interior northwestern states from the Cascades east to Wyoming will have high temperatures in the 90’s to 100 degrees.
The deep monsoonal moisture area will affect Arizona, southern California, western New Mexico, southern Nevada and Utah with scattered wet thunderstorms. Widely scattered wet thunderstorms are expected over northern Nevada, northern Utah and southwest Colorado.
On the fringes of the deeper moisture, isolated dry thunderstorms are expected over extreme southern Idaho, southeastern Oregon and the northern Sierra Nevada.
The interior of northern California will remain hot with highs in the 90’s to 110 degrees. High temperatures over the remainder of the region will be in the 80’s and 90’s with 70’s and 80’s along the coast.
