Resolution N 495 of the Government of the Russian Federation

Concerning Issues of the Ministry of Natural Resources
Date: 6 July 2000


Entering the execution of the Presidential edict N 867 “On the Structure of the Federal Bodies of Executive Power” dated 17 May 2000 the Government of the Russian Federation resolves:

1. To determine the Ministry for Natural Resources as a Federal Body of Executive Power pursuing the state official policy and governing fields of research, utilization, reproduction, and protection of natural resources, as well as the field of environmental protection and ensuring of environmental safety. The Ministry is also authorized to coordinate the other bodies of executive power according to the legislation of the Russian Federation.

2. To entrust the functions of the abolished State Committee for the Environmental Protection and of the Federal Forest Service of Russia to the Ministry for Natural Resources.

3. To transfer organizations of the abolished State Committee for the Environmental Protection and of the Federal Forest Service of Russia as for 1 April 2000 to the authority of the Ministry for Natural Resources.

4. To transfer regional bodies of the abolished State Committee for the Environmental Protection and of the Federal Forest Service of Russia as of the 1 April 2000 status to the authority of the Ministry for Natural Resources.

5. To determine the staff limit of the Ministry for Natural Resources Headquarters – 811 experts in number (excluding guard and maintenance personnel). To settle a sum of 9269.7 thousand roubles on a quarterly basis as a Fund of Labour Renumeration.

6. To determine the staff limit of regional bodies of the Ministry for Natural Resources – 9930 experts in number (excluding guard and maintenance personnel). To settle a sum of 103151.4 thousand roubles on a quarterly basis as a Fund of Labour Renumeration.

7. To authorize the Ministry for Natural Resources to have at the disposal 11 Minister deputies (including four first deputies), 24 experts of a Ministry Board and 11 departments according to the principal directions of the Ministry of Natural Resources. Among the principal directions there are: administration of geological research; protection and utilization of mineral wealth; protection and utilization of water bodies; forest utilization, forest guard, protection and reforestation; environmental protection; state control in the field of nature utilization and environmental safety.

8. To address the Ministry of Property Relations of the Russian Federation to get the Ministy for Natural Resources quartered in Moscow (ul.B.Gruzinskaja 4/6, A and B buildings; ul. Kedrova 8/1; 3rd Monetchikovskii per.4/6; 5th Monetchikovskii per. 4).

9. To recognize invalidated the following resolutions:

a) N 1010 dated December 25, 1992 “On the Federal Forest Service of Russia” (A Set of Statements of the President and of the Russian Federation Government, 1992, N 26, art. 2408);

b) N 1260 dated October 24, 1996 “On the Ministry for Natural Resources of the Russian Federation” (Collected Legislation of the Russian Federation, 1996, N 44, art. 5019);

c) N 49 dated January 13, 1999 “On the State Committee for Environmental Protection of the Russian Federation” (Collected Legislation of the Russian Federation, 1996, N 3, art. 350)
