Integrated Forest Fire Management (IFFM) Project
East Kalimantan, Indonesia, 1994-2004
The “Integrated Forest Fire Management Project” (IFFM) was a Technical Cooperation Project under bilateral agreement between the Governments of Indonesia and Germany. It was conducted under the responsibility of the Ministry of Forestry (MoF) of Indonesia, implemented by Kanwil and Dinas Kehutanan (Kalimantan Timur) and assisted by the German Agency for Technical Cooperation (GTZ). Initially, the project was scheduled for a total period of 6 years. The first 3-yearpilot-phase began in April 1994 and included the preparation of a financial contribution by the German Bank for Reconstruction (KfW). Finally, the project was extended up to 2004 with a total duration of 10.5 years.
The background and rationale for the project go back to the early 1980s. In 1982/83 the extended wildfires, caused by land-use fires, raged several months through Kalimantan and neighbouring Malaysia, burning an estimated 3.7 Mill hectares (ha) of forests. Large forest fires occurred again in 1986 and 1991 resulting in massive environmental damages and regional smoke pollution. Following the forest fires during the period September/October 1991, the Federal Republic of Germany responded a request for assistance by the Indonesian Government. In June 1992, the framework of a national “Long-term Integrated Fire Management System for Indonesia” was elaborated as the result of an international workshop held in Bandung. The fact that no sufficiently developed fire management system exists was identified as being the core problem. The IFFM project, based on this workshop, began in April 1994.
