Automatic Detection and Reporting of Forest Fires by VTT Automation

A fully automatic system has been developed to detect forest fires using data from the meteorological NOAA satellites. The system has been developed in Finland and tested in five experimental periods during the summers 1994 to 1998 in Finland and its neighbouring countries Estonia, Latvia, Russian Karelia, Sweden and Norway. For each detected fire, a telefax including data on the location of the fire, the observation time and a map showing the location, is sent directly to the local fire authorities. Forest Fire Alert System

The system presented in these pages has been developed under ESA contract in preparation of the activity on “Promotion of Space Technologies for supporting the Management of Natural Disasters”. Its objective is to operationally send alerts in case of forest fires or irregular hot events that will occur in Finland and its neighbouring countries and regions. The data used for detecting forest fires are AVHRR-data from NOAA-12, NOAA-14, and NOAA 15 satellites and also ATSR-2 data from ERS 2 satellite. The instrument data are collected, processed and evaluated automatically. In case of detected hot events an alarm will be generated and sent to the local fire dispatching centre of the region where the event is localised. The system is currently installed in the Finnish Meteorological Institute and a prototype version of it using AVHRR data has been successfully working since 1993.

BIRD

The BIRD mission is a milestone on the way to establish a small satellite programme within the Deutsches Zentrum für Luft- und Raumfahrt e.V. (DLR) and for the development of a new generation of imaging infrared sensors for Earth remote sensing objectives, which can be used for planetary exploration, too. The BIRD small satellite mission shall demonstrate the scientific and technological value and the technical and programmatic feasibility of the combination of ambitious science and new, not yet space-proofed advanced technologies with a small satellite mission conception under low-budget constraints. Main scientific objectives of the BIRD mission are: detection and identification of high-temperature events caused by vegetation fires, volcanic activities, and industrial hazards, burning oil wells, etc.
BIRD has been launched successfully on 22 October 2001.

The Fire Ecology Research Group is a subdivision of the Max Planck Institute for Chemistry, Biogeochemistry Department, and is located on the new Airport Campus of Freiburg University, Germany. The scope of work of thee research group includes terrestrial (ecological) fire research as well as collaborative studies in atmospheric chemistry. The group hosts (and is identical with) the Global Fire Monitoring Center (GFMC). One area of activities of NRI is in environmental sciences, including remote sensing, geographical information systems, forecasting systems, ecological monitoring and environmental impact and risk assessments. The Fire Group of the NRI works with resource managers in a number of developing countries to improving integrated fire management. Satellite data are integrated with local information on vegetation, various boundaries, infrastructure, etc., into fire information system to enable resource managers to assess fire risk, fire activity and fire impacts. They undertake adaptive research and develop local capabilities in building customised fire products appropriate to local management. In 2012 the first “International Fire Management Week” was organized under the joint umbrella of the Federal Forestry Agency ROSLEZKHOZ of Russia and the Global Fire Monitoring Center (GFMC), both cooperating partners under the bilateral Russian-German Agreement on Cooperation in Sustainable Forest Management under co-sponsorship of the German Federal Ministry for Food and Agriculture based on a decision of the German Bundestag, and under the framework of the UN International Strategy for Disaster Reduction (UNISDR) and the UN Economic Commission for Europe (UNECE). Regional Network Meetings, Conferences and Capacity Building
The Regional Eurasian Wildland Fire Network is active in Eastern Europe, Caucasus and Central Asia – the EECCA region. The activities were initiated by GFMC with members of the UNECE/FAO Team of Specialists on Forest Fire (1981-2014) and since 2017 by the Eurasian Team of Specialists on Landscape Fire Management. Many activities are jointly conducted with the UNISDR Regional Wildland Fire Networks of Southeast Europe / Caucasus, Central Asia and Northeast Asia. The boundaries of these regions are overlapping (see map). Activities in the EECCA region are summarized below, starting at bottom with one of the major events in the 1990s and two UNECE regional conference held in 2004 (Turkey and Finland). The Chief of the Forestry Agency of Ukraine, Mr. Yurij Bolokhoverts, announced establishing of the State Forest Fire Center within the State Enterprise “Forest of Ukraine”:

Introductory remarks by the head of the forest agency including the text of the decree:
The Center for Forest Fire Management of Ukraine is coming!
Last year, as a result of fires, Europe lost more than 800,000 hectares of forests. The climate is changing, with average temperatures rising and periods of drought becoming longer. For Ukrainian forests, the situation is even more threatening. In addition to natural factors, fires are caused by fierce fighting and constant shelling of border areas. And large-scale mining significantly complicates the localization and extinguishing of fires. That is why this year we are comprehensively strengthening the forest fire prevention system.
(1) Thanks to the creation of the State Enterprise “Forests of Ukraine” there was an opportunity to coordinate the work of structures engaged in fire prevention and elimination. A forest fire prevention center is being created in Chernihiv region. The task of the Center is training and training of forest firemen and forest fire extinguishing supervisors. With the emergence of the Center, fire prevention work will become more systematic, comprehensive and operational.
(2) In Zhytomyr and Volhynia regions, a pilot project to introduce a navigation system for firefighting equipment was successfully implemented. Each vehicle is equipped with a tablet, which displays the location of the fire, the route, forest roads that can be used, water bodies and approaches to them. The system is especially important in the case of large-scale fires, when equipment and personnel from other regions are involved in extinguishing. Drivers no longer waste time searching. The movement of equipment is clearly planned and organized. This year, the project has been extended to the Rivne and Kyiv regions. In the near future, the navigation system should work at all branches of the State Enterprise “Forest of Ukraine”.
(3) One of the disadvantages of the forestry system was a significant difference in salaries. The personnel of forest fire stations in non-resource regions could receive 2-3 times less than in resource regions. This caused a constant outflow of personnel. People were trained, and they left to find better jobs. Now salaries are gradually brought up to the same level, motivation appears, which will definitely affect work efficiency.
(4) Before the war, we began to develop a network of observation towers. The system has proven itself quite well. Satellite images are updated approximately once an hour, during which time the tower operator can already record the fire, thus winning precious time. At the same time, the system must be improved. First, we plan to install cameras with a higher resolution and the ability to zoom in (new cameras make it possible to see the license plate number at a distance of up to 10 km). Secondly, there should be an increase in the number of towers. Thirdly, we will create not only the first and second levels of monitoring (forestry/branch), but the third and fourth. That is, the information from the cameras will be received and processed in the regional office and in the future in the dispatching service of SE “LIAC”.
(5) Before the war, we spent almost a billion hryvnias on the purchase of new equipment. Emphasis was placed on faster and more mobile firefighting modules based on pickup trucks. Thanks to the reform, we will be able not only to continue the renewal and restoration of the equipment park, but also to redeploy equipment between regions much more efficiently. After all, now the whole system works within the framework of a single enterprise.
(6) According to statistics, before the war, up to 80% of forest fires occurred outside the boundaries of state forestry. During this time, the problem became even more urgent. A typical situation: farmers burn dry vegetation in the fields, the fire spreads to a young self-seeded forest adjacent to our forest massif. That is why we are intensifying our work with local authorities and communities regarding “nobody’s” forests. This is not only a question of their preservation, it is a question of reducing risks for the forest fund of Ukraine in general.

Government of Ukraine approved the procedure for organizing the protection and conservation of forests and amended some resolutions of the Cabinet of Ministers of Ukraine. The document was developed in pursuance of the decision of the National Security and Defense Council of Ukraine “On challenges and threats to national security of Ukraine in the environmental sphere and priority measures to neutralize them”, enacted by Presidential Decree of 23.03.2021 № 111. The procedure clearly defines a number of measures for forest conservation. It includes rules for the protection of forests from fires, illegal logging, damage, weakening and other harmful effects, protection from pests and diseases.

During the war in Ukraine, wildfires are occurring as collateral damages and purposely set. REEFMC and GFMC are monitoring the situation. Landscape Fire Bulletins include updates on fires on the territory of Ukraine (in ecosystems, agricultural lands and in cities, including updated maps of active fires, updated fire statistics, maps and details of large fires). Safety Advisories have been issued to address the threats of wildfires burning on terrain contaminated with unexploded ordnance (UXO) and radioactivity. Forest Fire School for Volunteers of Luhansk Region, Ukraine: Pilot training in participatory approaches in landscape fire management with NGOs and volunteers in Ukraine, conducted by the Regional Eastern Europe Fire Monitoring Center (REEFMC) in Luhansk region, together with the charitable organization “Vostok-SOS Charitable Foundation” and SE “Severodonetsk LGM”, remotely supported by GFMC. The trainings took the form of reports, practical classes, excursions and field exercises.

Natural landscapes – forests, protected areas and wetlands – are subjected to socio-economic and climate change. In order to preserve valuable natural areas and protect them from landscape fires, the Ministry of the Environment and the Global Fire Monitoring Center (Germany) have prepared a draft State Strategy for the National Landscape Fire Management System for 2021-2035 – open for public consultation until 17 July 2021.

All-Ukrainian Forum “Ukraine 30. Ecology” initiated by the President of Ukraine Volodymyr Zelensky. The forum is a discussion platform where representatives of the authorities of all levels, the expert community, civil society and the international community raise a number of issues that need to be addressed in environmental protection and preparedness to climate change. On 29 October 2020, representatives of the Department of Silviculture of Education and Research Institute of Forestry and Landscape-Park Management and Regional Eastern Europe Fire Monitoring Center (REEFMC) Prof. Sergiy Zibtsev, Assoc. Prof. Vasyl Gumeniuk and Assoc. Prof. Oleksandr Soshenskyi took part in a discussion on fires in Luganska oblast: “Reforestation after fires: how, when, who?” organized by the Crisis Media Center “Seversky Donets”. At the end of September and in early October 2020 the Luhansk region survived terrible forest fires, probably the largest in all history of independent Ukraine. The fire covered more than 20,000 hectares of forests and affected more than 30 settlements. Eleven civilians and three military were killed. More than 500 private houses burned down. Representatives of the Departments of Ecology and Natural Resources of various regions of Ukraine, the Institute of Ecology of the Carpathians of the National Academy of Sciences of Ukraine, international experts, eco-researchers, forest workers of the region, representatives of state and local authorities, entrepreneurs and public activists are invited to participate in the discussion.

On 16 July 2020, the First Meeting of the working group on the development of the State Forest Management Strategy in Ukraine until 2035 took place in Kyiv. The working group is chaired by the Ministry of Ecology and Natural Resources of Ukraine. Prof. S. Zibtsev, head of the Regional Eastern Europe Fire Monitoring Center (REEFMC), is a member of the working group. REEFMC will be responsible for the Forest Fire Management System.

At the invitation of the Verkhovna Rada Committee on Environmental Policy and Nature Management and the Law Enforcement Committee, the Minister of Environmental Protection and Natural Resources of Ukraine Roman Abramovskyy took part in a meeting of the Working Group on Forest Causes and Prevention in the Future in Zhytomyr Oblast. The Minister heard reports on the problems arising in the work of forestry and said that the Ministry will hold consultations with experts and experts, as a result of which a draft State Strategy for Forest Management until 2035 will be developed. “It is necessary to develop a strategy for the next 15 years and identify the main priorities for forestry development, forest use, reforestation, ways to finance forest management, forest protection, prevention and elimination of forest fires,” said Roman Abramovsky. Part of this strategy will be the development and implementation of the National System for Protection of Natural Landscapes from Fire. During the visit, the Minister inspected the areas where forest fires took place in April this year, in particular the most affected Ovruch and Narodytsky districts.

First meeting of the Working Group of the Committee on Environmental Policy and Nature Management and the Committee on Law Enforcement on the Causes of Forest Fires and their Prevention in the Future, in the Parliament (Verkhovna Rada) of Ukraine, with WG member and participation of the head of the Regional Eastern Europe Fire Monitoring Center (REEFMC), Sergiy V. Zibtsev. At the meeting, held at the parliament in Kiev, the Head of REEFMC highlighted most important aspects and steps on fire management needed in Ukraine based on experience and long-term co-operation with GFMC. The cooperation has been supported by the European and Mediterranean Major Hazards Agreement (European Open Partial Agreement EUR-OPA) of the Council of Europe and the OSCE.

Meeting of the Committee on Environmental Policy and Environmental Management of the Parliament of Ukraine (Verkhovna Rada) at Boyarka Forest Research Station, with a visit of the members of the Parliament at an exposition of the Regional Eastern Europe Fire Monitoring Center (REEFMC). During the meeting the draft Law of Ukraine on Improvement of Fire Management in the Cultural and Natural Landscapes, developed with the support of the Council of Europe (EUR-OPA) and the GFMC, and the plans to establish a Fire Research and Training Center in Boyarka Station was presented to parliament members. It was agreed that the Law need to be presented for Parliament for implementation and to prepare a meeting of the Committee devoted to address landscape fires with representatives of REEFMC.

A “Seminar to develop the concept of new proposals to reduce the risk of disasters in the Chernobyl zone” was organized by OSCE Project Co-ordinator in Ukraine, jointly with the Regional Eastern Europe Fire Monitoring Center (REEFMC). During the seminar, the results of the OSCE project “Raising Radiological and Environmental Awareness in Belarus and Ukraine Affected by the Chernobyl Accident, with a Focus on Forest Fire Management”, implemented in 2016-2018, were presented to representatives of international organizations and stakeholders. In particular, the “Analysis of fire management legislation of the Republic Belarus and Ukraine, including in the Exclusion Zone and recommendations for their improvement”, the “Belarussian-Ukrainian-English fire management terminology for coordinated response to forest fires across the national border” and the “Guideline for fire fighters in the Belarusian and Ukrainian sectors of the Exclusion Zone of the Chernobyl NPP” were presented; Kyiv, Ukraine.

8th Ukraine International Fire Management Week was organized by the Regional Eastern European Fire Monitoring Center (REEFMC) and the Global Fire Monitoring Center (GFMC):
Summary: On 8 April 2019 the GFMC and REEFMC conducted field training exercising prescribed burning operations and suppression firing in Oster Military Forest District, Ukraine.


On 9 April 2019 – the Second National Round Table “Fires in the Natural and Cultural Landscapes of Ukraine: Developing a National Policy for the Wildfires Management” provided the floor for a consultation on the draft Law of Ukraine On Amendments to Certain Legislative Acts of Ukraine Concerning the Immediate Elimination of the Crisis Situation Due to Forest Fires. The Round Table was an initiative of and hosted by the Regional Eastern Europe Fire Monitoring Center with the support of the Global Fire Monitoring Center (GFMC) and the Council of Europe (Kyiv, REEFMC / National University of Life and Environmental Sciences of Ukraine (NULESU), Ukraine.

Regional Southeast Europe / Caucasus Fire Monitoring Center (RFMC) established
In 2010 the GFMC and the Council of Europe (EUR-OPA) supported the establishment of the Regional Fire Monitoring Center for the Southeast Europe / Caucasus Region (RFMC). The RFMC is based at the Faculty of Forestry, FY Republic of Macedonia. The RFMC website was launched in December 2010:

International Meeting on Open Burning and the Arctic: Causes, Impacts, and Mitigation Approaches
Between 8-9 November 2010 over seventy policymakers, scientists, activists, and academics from Russia, Europe and North America met in St Petersburg, Russia, for a two-day conference to discuss the causes and impacts of set fires in forests, peatlands, croplands, and steppe in Northern Eurasia and North America.
International Conference Forest Fires: Management and International Cooperation for Preventing Forest Fires in the APEC Region (2010)
The International Conference Forest Fires: Management and International Cooperation in Preventing forest Fires in APEC Region was convened at the initiative of the Russian Federation in Khabarovsk, Russia, 4-6 October 2010. The conference aimed to strengthen cooperation between the emergency services of the APEC member economies in order to express readiness of the region to reduce the risks of wildfire disasters. 53 representatives from 8 APEC member economies and key experts from the world, including the Global Fire Monitoring Center (GFMC) and representatives of the Global Wildland Fire Network, took part in this event.
Regional Conference on Cross-Border Fires (2010)
The International Conference on Cross-Border Forest Fires and Cooperation in their Suppression was hosted by the government of Russia, supported by GFMC, UNISDR and the UNECE/FAO Team of Specialists on Forest Fire, with participation of government agencies of China, Belarus, Ukraine, Kazakhstan, Mongolia, South Korea, and the USA. Participation in the Pan-Asia Wildland Fire Network (initiated in 2009)

Regional Consultation 2008 of the UNISDR Regional Southeast Europe / Caucasus Wildland Fire Network
The 2008 meeting of the network was held at the Ministry of Agriculture, Forestry and Water Economy, Skopje, Republic Macedonia, 4-6 December 2008. The main objectives of the meeting were the review of the fire situation in the region in 2007-2008 and the preparation for the 2009 Regional Seminar on Fire Management on Terrain contaminated by Unexploded Ordnance (UXO), Land Mines and Radioactivity.
First International Central Asian Wildland Fire Joint Conference, Consultation and Forest Fire Experiment (2008)
The First International Central Asian Wildland Fire Conference Wildland Fires in Natural Ecosystems of the Central Asian Region: Ecology and Management Implications (2-6 June 2008, Ulaanbaatar, Mongolia) addressed the most pressing issues in Mongolia and neighbouring countries. A second component was a consultation of the agencies and other stakeholders involved in fire management in Mongolia. The third element of the conference was devoted to demonstrate advanced techniques in fire management. The events were a cooperative effort with the UNECE/FAO Team of Specialists on Forest Fire:
Ukraine: Second National Round Table and Consultation on Irradiated Forests
The Ministry of Ukraine on Emergencies and Affairs of Populations Affected by the consequences of the Chernobyl catastrophe convened a Round Table on Reduction of Risk of Disaster from Wildfires in the Chernobyl Irradiated Forests. The meeting was held on 6 October 2008 at the Ministry and cosponsored by Yale University School of Forestry and Environmental Studies, Global Institute of Sustainable Forestry (U.S.A.) and the Global Fire Monitoring Center (GFMC).
Symposium on Fire Management in Cultural and Natural Landscapes, Nature Conservation and Forestry in Temperate-Boreal Eurasia

Regional Wildland Fire Consultation 2007
On 19-21 March 2007 the Regional Wildland Fire Consultation on the “Development of a Strategy on International Cooperation in Wildland Fire Management in the Regional South East European / Caucasus Wildland Fire Network” was hosted by the Global Fire Monitoring Center (GFMC) and the National Forestry Board, Ministry in Sofia, Bulgaria, supported by the UNECE/FAO Team of Specialists on Forest Fire. The participating countries included Albania, Armenia, Bulgaria, Bosnia and Herzegovina, Croatia, Georgia, Hungary, Macedonia, Serbia, Slovenia, Romania, Turkey and Ukraine (due to technical reason invited focal points from Greece, Slovakia and Azerbaijan could not participate in the meeting).

The next regional meeting of the UNISDR Regional Southeast European Wildland Fire Network was held in conjunction with the 33rd Session of the FAO European Forestry Commission, Zvolen, Slovakia, 22-26 May 2006. The regional network coordinator together with the GFMC / Coordinator of the Global Wildland Fire Network presented an initial proposal for the development of a Regional Strategy on International Cooperation in Wildland Fire Management in the Regional South East European Wildland Fire Network.

On 4-5 April 2005 the Republic of Macedonia hosted the International Technical and Scientific Consultation Forest Fire Management in the Balkan Region. First Regional Conference

The Bor Forest Island Fire Experiment
In 1993 a conference on Fire in Ecosystems of Boreal Eurasia, and a subsequent Fire Research Campaign Asia-North (FIRESCAN) were organized in tandem by the Global Fire Monitoring Center (GFMC) in Krasnoyarsk Region, Russian Federation. The aim of the conference was to compile, discuss and publish the state of knowledge on fire in boreal ecosystems, particularly in Eurasia. The research component was a large forest fire experiment, which was conducted on Bor Forest Island, Krasnoyarsk Region on 6 July 1993. In this paper the results of the first phase of the experiment are given and the medium- to long-term objectives of follow-up research are described.

Fire remains one of the dominating forces determiningtree species composition, age structure, and dynamics in boreal forests.Uncontrolled fires have a destructive impact on forest vegetation and fauna;they damage the soil, effect erosion, and pollute the atmosphere with combustionproducts. Fire used purposefully represents a useful tool for solving numerousforestry tasks, including the control of undesirable vegetation, the promotionof natural regeneration, and the regulation of stocks of forest combustiblematerials. The ecological role of the fire is complex, and its full exclusionfrom forest life is impossible and inexpedient. Therefore, it is urgent that aneffective system of management by forest fires should be created. According tostatistical reports for the period from 1976 to 2000, 11,800 to 36,600 forestfires are recorded each year on an area from 235,000 to 5,340,000 hectares (ha)within the protected territory of the Russian Federation Forest Fund. At thesame time, the area of forestlands annually attacked by fire varies from 170,000to 4,290,000 ha. Crown fires, which result in practically full death of stock,exert the most damage to forest resources. Fires of this type represent from7.0% to 23% of the total area of forest fund annually attacked by fire. Theground fires are the most widespread, effecting a stock damage of a differentintensity. Ground fires represent from 70% to 90% of the annually burning areas.Soil fires are the least spread, but they are the most destructive. Their shareis not more than 0.5% of the forest fund area annually attacked by fire.
Most forest fires (more than 85%) are caused by people.The share of natural sources (thunderstorm discharges) makes up about 12% of thetotal number and 42.0% of the total area of fires. Forest fires of anthropogenicorigin make up 77.0% of the forest fires in the Asian part of the country andabout 93.0% in the European part.
The spatial structure of forest fires can be describedas high fire frequency and small fire areas in the European part of the countryand as small fire frequency and extensive fire areas in the Asian part ofRussia. Annually, from 24.4% to 66.2% of all appearing fires are recorded, as isfrom 0.4% to 13.2% of the total area burned by fire in the European part of theRussian Federation. Similarly, for the Asian part, from 33.8% to 75.8% of thetotal number of fires are recorded, as is from 86.8% to 99.6% of the totalforest burned by fire.


The northern regions of Siberia and the Far East, whichaccount for about a third of the total forest fund area, are in unprotectedterritory, where fires are neither recorded and nor evolved into statisticalmaterials. Forest fires in these regions are indirectly estimated through stateforest inventory data, which include information about burnt areas in allforestry farms and in the subjects of the Russian Federation. By 1 .January1998, Russia’s forest fund included 23.2 million ha of burnt area, andpractically half of this area was located within unprotected territory. Theshare of burnt areas within these territories having delicate ecosystems istwice as high as its corresponding parameter within protected territory. Thus,the ramifications for environmental recovery are serious.
The lack of a regular accounting of forest fireswithin unprotected territories and insufficient instrumental control of fireareas within protected territories make an integrated system of forest firemonitoring imperative. To begin with, it is necessary to develop its spacecomponent, and to provide the possibility of recording and mapping the largefires over the whole territory of the forest fund.
The database on forest fires contains three filescharacterizing spatial distribution of fires, burned area, and burnt forestareas. The first file contains the coordinates of squares making up a 1° x 1°grid. The grid portrays the frequency of fire appearing (average annual firenumber per 1 million ha) within each square. The annual number of fires withinthe air protection zone was taken from a data bank on forest fires for theperiod of 1987-2000; the ground protection zone data came from forest firestatistics (5-lh form) for the same time period.
The second file includes the coordinates of the samegrid squares and the percent of forestlands annually attacked by fire withinthese squares. The area annually consumed by fire was taken from the samesources as were the data for fire number, and the area of forestlands was takenfrom the data of the last state forest inventory (1 January 1998).
The third file contains the square coordinatesand the corresponding shares of burnt forests within the forest fund, detectedthrough the state forest inventory data.

A Region of the Global Wildland Fire Network
Initiatives to foster the cooperation in wildland fire issues in the Baltic region go back to the late 1990s and were a focus activity of the Work of the UN-ECE/FAO Team of Specialists on Forest Fire until 2014. With the creation of the Global Wildland Fire Network the regional cooperation was instrumental under the Regional Baltic Wildland Fire Network, later entitled Regional Eurasian Wildland Fire Network. The network is one of six networks within the region of the United Nations Economic Commission for Europe (UNECE).
The overall aim of the regional initiative that is described in the documents provided below is in line with the Baltic 21 Action Programme, an initiative for the application of the Agenda 21 in the Baltic Sea Region, Article 15 of the Helsinki Convention, and the objectives of the work of the Nordic Council.
