Savanna Fire Ignition Research Experiment (SavFIRE):

Effects of point versus perimeter ignitions on fire mosaics
in the Kruger National Park

A recent development in the use of fire in large conservation areas like the Kruger National Park, is the belief that controlled burns applied as point ignitions instead of perimeter ignitions (block burns) will promote the biodiversity of the overall ecosystem. This is because it is postulated that point ignitions will result in a greater fire mosaic developing in the areas being burnt because the fires take longer to burn and spread over the affected area. 

This in turn will result in a greater diurnal variation in the temperature and humidity conditions leading to a greater variation in fire intensity and its variable effects on the biotic components of the ecosystem. Diurnal changes in the speed and direction of the wind during the fires will also result in a greater mosaic of different types of fires (head, flank & back fires) with different effects on the flora and fauna in the burnt area thereby also promoting biodiversity in the ecosystem. At this stage all these perceived benefits of controlled burns applied as point ignitions are untested hypotheses and an urgent necessity exists to determine whether they do in fact result in a greater fire mosaic of different types and intensities of fires compared to areas burnt as perimeter ignitions. 

An added factor is that fires ignited as point ignitions are more hazardous and difficult to control compared to perimeter ignitions which are applied to areas with prepared firebreaks or where natural features of the terrain are used as firebreaks. Such a project is aligned with the overall ecological fire objectives of the Kruger National Park research objective hierarchy, specifically addressing the fire sub-objective “To determine whether effects produced by perimeter burns, at the scale of burn-blocks & burn units, differ in ecological and biodiversity outcomes from those produced by point burns”. This willingness to cooperate is also based on the belief that such an investigation would promote the improved use of controlled burning in conservation areas. This in turn would assist in the primary objective of promoting biodiversity in the national parks system in South Africa thereby benefiting ecotourism and its positive effects on general poverty relief in the country. 

Arising from the aforementioned motivation for conducting such a trial the specific objectives for the project are:

  • To determine the effects of controlled burns applied as point ignitions versus perimeter ignitions on the resultant fire mosaic in the major savanna landscapes in the Kruger National Park;

  • To determine the effect of size of burn applied as point and perimeter ignitions on the resultant fire mosaic in the major savanna landscapes in the Kruger National Park;

  • To determine whether the fire mosaic resulting from controlled burns applied as point and perimeter ignitions is significantly different in the major savanna landscapes in the Kruger National Park;

  • To determine whether there is a threshold size of burn above which the fire mosaics developed by point and perimeter ignitions are not significantly different.

The hypotheses that will be tested are: 

  • Point Ignitions will result in a greater fire mosaic developing in the areas being burnt than perimeter ignitions because the fires take longer to burn and spread over the affected area;

  • Because fires developing from Point Ignitions will take longer to burn and spread over the affected area they will result in a greater diurnal variation in the temperature and humidity conditions leading to a greater variation in fire intensity and its variable effects on the biotic components of the ecosystem;

  • Because fires developing from Point Ignitions will take longer to burn and spread over the affected area they will result in greater diurnal changes in the speed and direction of the wind during the fires which will result in a greater mosaic of different types of fires (head, flank & back fires) with resultant variable effects on the biotic components of the ecosystem;

  • Above a certain threshold size of burn the resultant fire mosaic developing from point and perimeter ignitions will not be significantly different. This is because the convection columns arising from perimeter ignitions above a certain threshold size, will not be able to coalesce into a single central convection column but will rather fragment into individual fires burning separately similar to those resulting from a point ignition;

AdvancedFire Information System (AFIS)

The Advanced Fire Information System (AFIS) is being developed as a service module of the Wide Area Monitoring Information System (WAMIS), which will deliver fire information products to the Fire Protection Agencies and Disaster managers all over Southern Africa in support of effective decision-making in the monitoring of natural and manmade fires over the Southern African Development Community region.

WAMIS is a satellite based information approach, which will provide satellite products and services to regional users concerned with:

  • Disaster management (fire monitoring, floods, cold spells, oil spills)
  • Early warning systems (fire, drought, desertification)
  • Renewable resources and environmental monitoring
  • NEPAD initiatives
  • Research, development and training activities

The goal of the Wide Area Monitoring Information System is to:
 

  • Provide a wide area coverage and monitoring information service  
  • Using a suite of low to medium resolution satellite sensors
  • For natural resource monitoring over the southern African region
  • Delivering timely products and information to the national and regional user community on a non-profit basis

The AFIS will produce information products regarding the prediction, detection and assessment of fires using Remote Sensing and GIS technology through an automated near real time Web GIS portal. The first phase of the project is the automated mapping of the active fires.  The South African National Department of Agriculture has provided seed funding to upgrade the CSIR Satellite Applications Centre facilities to receive and process MODIS data. Geostationary Meteosat 8 (MSG) data will also be used within the AFIS – Southern African Web Fire Mapper.

The MODIS and MSG Seviri sensors are detecting hot spots throughout day and night providing a continuous picture of active fires in Southern Africa. Each fire detected is represented spatially within 30 minutes of a satellite overpass on a Web GIS system. The MODIS sensor provides fire locations every 5 – 6 hours while the MSG data will be updated every 30 minutes covering all of Africa.

SAFARI Volume 2 CD-ROM available!
NASA’s SAFARI Data Team has just completedthe second in a series of three planned CD-ROM volumes containing data from the SAFARI2000 region of southern Africa. The data on this second volume (5 discs) includeobserved and modeled meteorological data, aerosol measurements, and precipitationdata, as well as a large collection of aircraft and MODIS Land and Atmosphere productsfrom the Dry Season campaign. The new volume interacts seamlessly with the last yearísVolume 1 data sets. Volume 2 was first distributed to attendees of the SAFARI SynthesisMeeting at the University of Virginia in October. The CD’s are now available to registeredparticipants upon request from the SAFARI data centers (ORNL DAAC and Wits/NDMC).

SAFARI 2000 Synthesis Meeting atthe University of Virginia
The SAFARI 2000 Synthesis Workshop, heldin Charlottesville, Virginia, from October 7ñ11, 2002, was focused on the analyses,results, and working group discussions of the key SAFARI findings to date. The workshopprovided an opportunity for scientists involved with both the SAFARI 2000 Wet Seasonand the Dry Season Campaigns to interact and to make key contacts with respect tothe development of Phase II science questions (i.e., from post-data collection andinitial analysis into synthesis activities).

The SAFARI 2000 community was challenged both byDr. Diane Wickland, NASA Program Manager, and by the Honorable Rejoice Mabudafhasi,South African Deputy Minister of Environmental Affairs and Tourism, and Chair ofthe African Process, to relate, in plain terms, the SAFARI agenda and accomplishmentswith respect to the goals of the program managers, government administrators, andother policy makers.

The working groups focused on the following issues:

  1. What do we know now as a result of SAFARI 2000 thatwe didnít know before?
  2. What currently funded analytical efforts are underwayregarding SAFARI 2000 and what types of products are expected?
  3. What next science efforts are needed over the next12 months or so to enable project-wide synthesis?
  4. What can the SAFARI 2000 community say that relatesto issues of natural resource management, air quality and fire management in southernAfrica?
  5. What can be done to keep southern African scientistsplugged in to larger international programs during the post-field campaign phaseof SAFARI 2000?

Participants broke into one of three large workinggroups: 1) Fire, Fuel and Emissions; 2) Ecosystem Processes; and 3) Aerosols, TraceGases, Clouds and Radiation. Summary Reports from the groups indicated that muchhas been learned about the physical, chemical and biological characterization oftheir respective systems along gradients of ecosystem and land use types in southernAfrica since the previous large scale science initiative in 1992 (Southern AfricanFire-Atmosphere Research Initiative ñ SAFARI-92). Participants stressed the needfor a greater involvement of the atmospheric chemistry modeling community and theirinterfacing with current SAFARI 2000 modeling activities to aid in the drive towardsproject synthesis.

Status of SAFARI 2000 Special Publications
There are currently four special publicationsunderway highlighting results of SAFARI investigations.

Journal of Geophysical Research

      There are 36 accepted articles to date, with a fewmore that may make it in before the deadline as the overview article is being prepared.This special issue is being co-edited by Harold Annegarn and Bob Swap.

International Journal of Remote Sensing

      Thirteen manuscripts were submitted to the SAFARI2000 Special Issue of the International Journal of Remote Sensing. The editors havemailed reviewer comments to the authors in most cases and expect all review and acceptanceto be completed by early to mid-2003. This issue is being co-edited by Jeff Privetteand David Roy.

Journal of Arid Environments

      Thirteen articles, including eight related to theKalahari Wet Season Campaign, will be published in a special issue of the Journalof Arid Environments. The editors expect publication by the yearís end. The co-editorsfor this issue are Prof. Raban Chanda and Dr. Otlogetswe Totolo.

Global Change Biology

      Eleven papers have been accepted for an upcomingGlobal Change Biology special issue related to SAFARI 2000. The issue is focusedon the presentation of ecological information about the Kalahari Transect resultingfrom IGBP Kalahari Transect and SAFARI 2000 Wet Season Activities. The lead editorsfor this issue are Hank Shugart and Steve Macko.

       

Feedback on CD-ROM Volume 2
We need your feedback on the SAFARI Volume2 CD-ROM. In particular, we would like your assessment of the modeled meteorologicalproducts from the GSFC Data Assimilation Office (DAO). These are global 1-degreedata that were processed by the Goddard DAAC specifically for SAFARI. First, thedata were spatially subsetted for southern Africa. The data set on the CD containsa subset of 56 parameters that we deemed most useful from a large list of availableparameters. The DAO data are comprised of surface parameters as well as atmosphericparameters that are available at multiple pressure levels. The data on the CD containa subset of the pressure levels available. The surface parameters are available at3-hour intervals, and the atmospheric parameters at 6-hour intervals.

Due to large data volume, the DAO data included onVolume 2 spans just two months, the August/September 2000 to support the Dry SeasonCampaign. We will make decisions on what DAO data to include on Volume 3 based onyour feedback and preferences. As noted above, there are many options available forcustomizing these data, all of which require resources of the Goddard DAAC and theSAFARI data team. We can provide a larger temporal sequence of data on the CD, suchas a 3-year sequence, by limiting the parameter set, pressure levels, and temporalfrequency of measurements. Please provide us with feedback so that we can betterfulfill the needs of the SAFARI community.

 

TFRIC Expands SAFARI Satellite DataArchive
The SAFARI 2000 Landsat ETM+ data archivecontinues to grow, with about 170 Landsat ETM+ scenes now available over southernAfrica. Additionally, our 1990’s-era TM GeoCover ™ data set contains wall-to-wallorthorectified TM coverage of southern Africa. Space Imaging IKONOS data sets acquiredfor SAFARI Core Sites can also be ordered from TRFIC. In addition, TRFIC site hasan excellent tool for Landsat-7 data browsing.

Registered SAFARI 2000 participants can order scenesat no charge via ftp, or alternatively, request a CD-ROM for a $25 USD express mailfee.

MODIS News
A second MODIS sensor was launched into spaceon May 4th onboard the Aqua platform. Aqua views the sunlit side of Earthin the afternoon (Terra views sunlit Earth in morning). Early MODIS/Aqua data areexcellent, and the lessons learned from Terra have resulted in a much faster onsetof product generation.
The MODIS Team continues to improve the calibration of raw data and refine the algorithmsfor derived products. A complete reprocessing of the MODIS-Terra data set will commencein December, starting with data acquired in Feb. 26, 2000 (thanks in part to theSAFARI Wet Season Campaign!). The results of this reprocessing will be referred toas “Collection 4” and will be indicated in the file names by the .004field.
For the Level 3 and higher Land products, this reprocessing will constitute a majorchange in that the products will be projected to a Sinusoidal grid, as opposed tothe Integerized Sinusoidal (ISIN) grid used previously. Most commercial image analysissoftware reads Sinusoidal data. The reprocessing will produce the standard MODIS1200 km by 1200 km tiles available through the EOS Data Gateway (http://edcimswww.cr.usgs.gov/pub/imswelcome/). The reprocessing willlead to new 200 km by 200 km subsets extracted for the SAFARI 2000 Core Sites, availablethrough the South African National Disaster Management Centre (follow http://sandmc.pwv.gov.za-> “Activities: NASA-WITS-NDMC”-> MODIS).
Note: Standard data and subsets from the MODIS-Aqua platform are anticipated to beavailable by the end of 2002.

 

Final SAFARI CD-ROM — Submit Your DataSets and Modeling Results
Data collection for the Volume 3 CDROM isalready underway, with CD production tentatively scheduled for late 2003. This collectionwill represent the final opportunity for data collectors and modelers to submit datafor publication on the SAFARI CD-ROM Series. Ground data measurements from the wetseason are especially anticipated as they have thus far been underrepresented onthe CDs. Volume 3 will also accommodate updates of data from earlier volumes, aswell as any other SAFARI data sets. Sharing your data on SAFARI CD-ROMs affords theadvantage of expanded opportunities for collaboration with little additional costor effort. In addition, the NASA Data Team is ready to work with you in developingdocumentation, metadata and proper data formats. This help will not be availableafter 2003.

We urge all participants to finalize their data setsand submit them to this final CD-ROM. The SAFARI 2000 Project succeeds only if participantshonor the agreement outlined in the Data Policy, particularly the sharing of dataor results with all SAFARI participants.

As space permits, we would like to providea photo archive of SAFARI 2000 sites and activities in our final CD-ROM volume. Photographicdocumentation is invaluable for SAFARI researchers who did not work in the fieldand for historical reasons. Please send us your digital (or scanned hardcopy) photos,along with a caption or description that includes the following information, if applicable:location/site, date, instrument, measurement, names of subjects. Provide the nameof the photographer and/or institution for proper acknowledgement (photographs willbe considered data, and hence protected by the Data Policy).

There may be data sets of interest that wehave not previously included or considered in our data compilations. The Wildland Fire Training Center Africa (WFTCA) was founded as a joint venture project between the Global Fire Monitoring Center (GFMC) and local capacities in the Republic of South Africa  in September 2002. The concept of the Training Center was born at the foundation meeting of the Regional Subsahara Wildland Fire Network (AfriFireNet) in Pietermaritzburg, South Africa, July 2002.
The Training Center cooperates closely with the FAO.

The Wildland Fire Training Center Africa is located at Nelspruit, Mpumalanga Province, South Africa. Training will have a strong practically orientated approach, as there are big areas with different vegetation types available for practical training (farmland, savanna, bush, commercial forestry plantations, National Parks). Several thousand hectares of wildland and plantations are avialable for large-scale practical training execution of prescribed burning and fire fighting.

The WFTCA is a unique facility on the African continent for capacity building, training and education of a wide range of people, from a basic firefighter to national and international policy makers. A major aspect of the Center is its interactive knowledge- and technology-transfer within Africa and on an international scale. The safety and efficiency of firefighting and fire management can be improved dramatically and thereby contribute to reduce the impacts of fire on humans, natural resources, infrastructures and property.
