Forest fires leave over 2,000 homeless

More than 22,000 forest and peat-bog fires have been recorded across Russia since a massive heat wave hit the country. The total area covered by fire exceeds 557,000 hectares.
According to Emergencies Ministry figures available on August 1, wildfires have killed 30 people, with 14 of them in the Nizhny Novgorod Region, five in the Voronezh Region, and seven in the Moscow Region. In the Ryazan Region, blazes claimed four lives.
These wildfires have left more than 2,000 Russians without a roof over their heads. According to the Ministry of Regional Development, fires have damaged houses in 14 regions of Russia. A total of 1,800 buildings have suffered.

“Russian President Dmitry Medvedev reprimanded Admiral Vladimir Vysotsky, commander of Russia’s naval forces, and his first deputy, Admiral Alexander Tatarinov, for incompetence, and fired a number of senior Defence Ministry officials over the fire at a naval base in Moscow Region’s Kolomna District.”

From the beginning of 2010 fire season 22 930 wildfires started in Russian Federation. In comparison with the same date of 2009 with 19 501 wildfires the number of wildfires increased by 1.17 times. Total area burned is 557 796.6 ha less than last year burned area 957 241.5 ha by the same date decreased by 1.7 times.

EMERCOM of Russia informs that at 6 a.m. on 1 August 2010 774 wildfires are registered in Russian Federation including on area 128525 ha.

During twenty-four hours 369 wildfires have been discovered on area 13 515 ha. 338 wildfires were suppressed on area 14 534 ha. 273 wildfires are contained on total area 42 614 ha.

Forest fire situation abruptly worsen on a number of areas of Central, Volga Federal Okrugs as a result of unfavourable weather events as high air temperature up to +40 Centigrade, strong winds with speed up to 20 m/s.

So 405 wildfires were active by 6 a.m. August 1, 2010 on area 74,000 ha on Central and Volga Federal Okrugs.

The increasing number of wildfires with strong winds caused their transfer to settlements. As a result of this 77 settlements on 10 regions of Russian Federation were damaged. 1257 house fully destroyed by fires, 28 fatalities, 5 200 persons evacuated out of emergency zone.

Most serious situation is in Voronez, Ryazan, Vladimir, Ivanovo, Moscow regions of Central federal Okrug, Mordovia Republic, Nizny Novgorod Oblast, Republic Tatarstan of Volga FO.

635 houses destroyed on 24 settlements of Volga FO. 1282 person are homeless. 1.5 thousand persons evacuated out of emergency zone.

622 houses destroyed on 53 settlements of Volga FO. 1603 persons are homeless. 3.7 thousand persons evacuated out of emergency zone.

Taken measures allowed to exclude fatalities as EMERCOM noted. On July 2010 8 p.m. Federal operational headquarter was established where fire control activities management was organized.

Special group of 29 817 persons and 12 157 machineries including 18 aircrafts was formed to fight fires. EMERCOM sent to this group 22 109 persons and 5309 machineries including 14 aircrafts. Aircrafts made 676 flights, 2260 water bombings in total 17 772 tons.

Resources were regrouped and strengthened including movement EMERCOM aviation from South and Ural Federal Okrugs to Voronez and Nizny Novgorod oblast.

Unless to complicated weather situations developed group of resources and  preventive fire control measures, active use of EMERCOM aircrafts allow to control the fire situation.

МЧС России сообщает о том, что всего с начала пожароопасного периода 2010 года на территории Российской Федерации возникло 22 930 очагов природных пожаров (по сравнению с аналогичным периодом прошлого года – 19 501 очаг, увеличение в 1,17 раза) на общей площади 557 796,6 га, что меньше в 1,7 раза по сравнению с аналогичным периодом прошлого года – 957 241,5 га.

На территории Российской Федерации по состоянию на 06.00 утра 01.08.2010 г. зарегистрировано 774 очага природных пожаров на общей площади 128 525 га, сообщает МЧС России, из них в течение суток возникло

369 очагов на общей площади 13 515,7 га. Потушено 338 очагов на общей площади 14 534 га. Локализовано 273 очага на общей площади 42 614,7 га.

В результате неблагоприятных метеоявлений, складывающихся на территории ряда субъектов Центрального, Приволжского федеральных округов (высокая температура воздуха до +40 градусов С, сильный ветер до 20 м/с), резко обострилась пожарная обстановка.

Так, по состоянию на 06:00 01.08.2010 г. на территории Центрального и Приволжского федеральных округов действовало 405 очагов природных пожаров на общей площади 74,0 тыс. га.

Рост количества природных пожаров с учетом сильного ветра обусловил их переход на населенные пункты. В результате этого пострадало 77 населенных пунктов в 10 субъектах РФ, огнем уничтожено 1257 домовладений, в которых погибло 28 человек, более 5,2 тыс. человек эвакуировано из зоны ЧС.

Наиболее сложная обстановка сложилась на территории Воронежской, Рязанской, Владимирской, Ивановской, Московской областях Центрального ФО; Республики Мордовия, Нижегородской области, Республики Татарстан Приволжского ФО.

На территории Приволжского ФО уничтожено 635 домовладений в 24 населенных пунктах. Без крова остались 1282 человека. Эвакуировано более 1,5 тыс. человек.

На территории Центрального ФО уничтожено 622 домовладения в 53 населенных пунктах. Без крова остались 1603 человека. Эвакуировано более 3,7 тыс. человек.

Применяемые оперативные меры позволили не допустить гибель населения, отмечает МЧС России. С 20:00 29.07.2010 г. был развернут Федеральный оперативный штаб, где организовано управление ходом тушения пожаров. Сформирована группировка сил и средств общей численностью более 29 187 человек и 12 157 единиц техники, в том числе 18 воздушных судов, из них от МЧС России 22 109 человек и 5309 единиц техники, в том числе 14 воздушных судов. Произведено 676 полетов, 2260 сливов воды, всего 17 772 тонны.

Произведена перегруппировка и усиление сил, в том числе переброска авиации МЧС России из Уральского и Южного федеральных округов в Воронежскую и Нижегородскую область.

Несмотря на сложные погодные условия, созданная группировка сил, применяемые меры предупредительного характера, активное применение авиации МЧС России позволяют контролировать обстановку.

Putin Ends Weekends as Fires Kill 28 in Regions

The traditional August disaster seemed to strike early this year, as wildfires that happen once every few decades killed at least 28 people and burned down 2,210 homes by the start of the month Sunday.

Fourteen regions declared a state of emergency because of fires that followed weeks of a record heat wave and drought in central Russia. About 180,000 people and 18 aircraft were fighting the fires Sunday, and more than 5,200 people had been evacuated nationwide.

President Dmitry Medvedev said fires on this scale only occurred every 30 to 40 years and ordered Prime Minister Vladimir Putin to oversee firefighting efforts and ensure that relief was provided to those affected by the disaster.

Putin promptly ordered local officials, including governors, to work on weekends.

“Neither fire nor wind have days off, so we can’t take any days off,” Putin said during a videoconference Saturday.

A total of 774 fires covering 128,000 hectares had been registered by Sunday, the Emergency Situations Ministry said on its web site. The area was 7,000 hectares less than Saturday, but the situation was worsened by strong winds reaching 20 meters per second that fueled the fires, the ministry said.

The situation was worst in the Moscow, Voronezh and Nizhny Novgorod regions as well as the Volga Federal District, where both woodland and peat bogs were burning Sunday. About 2,000 children were evacuated from a summer camp in Tolyatti after a state of emergency was declared in the Samara region.

Medvedev had telephone conversations Sunday with several governors, urging them to start providing compensation to local residents as soon as possible, the Kremlin said.

Putin said 3 million rubles ($100,000) would be paid to the owners of each of the 1,875 homes that have been destroyed, and 4.6 billion rubles ($152 million) has been allotted to reconstruct burned houses.

On Medvedev’s orders, the army dispatched several battalions and 300 of its own firetrucks to help the firefighters in the Moscow region, Defense Minister Anatoly Serdyukov said Friday.

Nizhny Novgorod Governor Valery Shantsev said in televised remarks Saturday that the situation there remained grave because thick smoke was preventing firefighting aircraft from pouring water on the blazes.

On Friday, Putin visited Verkhnyaya Vereya, a village in the Nizhny Novgorod region that lost all 341 of its houses to fire. Local residents told him that they blamed officials for sluggish reaction to the fire. That prompted Putin to call on mayors who face criticism from residents over the fires to resign.

At least one official has decided to follow the recommendation. Alexei Sokolov, head of the Vyksa district, which includes Verkhnyaya Vereya and where at least 550 houses had burned down, has filed his resignation with the local legislature. But no one has been available to accept it so far because all deputies are busy fighting fires, Interfax reported Sunday.

Residents in fire-hit areas expressed worries about what might happen next.

Natalya Biryukova, an accountant from Kuzmiyar, a small town in the Novgorod region, said the town has been blanketed in smoke for several days.

“The situation was terrifying three days ago when the fire was seen 1 1/2 kilometers away from the town,” she said by cell phone, the line constantly disconnecting because of damage to local cell phone infrastructure.

“Now the fire has been fought back into the forest and is staying there only,” she said.

Still, the town administration evacuated children and women, as well as several patients from a local psychiatric hospital, as the fire neared the town, Biryukova said. “The residents were frightened,” she said.

No buildings have been scorched by fire in Kuzmiyar so far.

Emergency Situations Minister Sergei Shoigu told journalists Saturday that more efforts are needed to prevent destruction in regions.

“The situation may become complicated in the 17 regions where fires have been detected,” Shoigu said.

He said the Vladimir and Moscow regions face the worst threat because of burning peat bogs.

The government has decided to purchase seven additional aircraft — two planes and five helicopters — to add to the 18 aircraft already fighting the fires, Shoigu said.

Offers for help are also coming from abroad. Sergei Shamba, prime minister of Georgia’s separatist region of Abkhazia, said Sunday that local Black Sea resorts were ready to offer vacation trips to 1,000 children whose houses were destroyed in the fire, Interfax reported.

Germany has offered to help clean up the destruction caused by wildfires and build temporary housing for those left homeless.

Russian Orthodox Patriarch Kirill ordered all local churches to hold services to pray for rain and urged believers to join in.

“The disastrous events reflect both on the economy and the spiritual state of people,” Kirill said during a visit Sunday to the village of Diveyevo in the Nizhny Novgorod region, Interfax reported.

August is commonly known as the month of disasters in Russia, starting with the government debt default on Aug. 17, 1998, that led to the ruble’s devaluation and a financial crisis. Other August disasters have included the sinking of the Kursk nuclear submarine in 2000, passenger jet bombings in 2004 and the accident at the Sayano-Shushenskaya hydropower station in Siberia last year that killed 75.

Peat fire smoke covers skies over Moscow

MOSCOW, August 1 (Itar-Tass) – Smoke from peat fires is once again beclouding the skies over the Russian capital.
The Itar-Tass news agency reports that slate-grey haze has reduced visibility on roads in the southeast of Moscow and in the suburbs.
In the town of Zhukovsky, the thick smoke makes it impossible to see the contours of a neighbouring building 200 meters away from the top floor of a five-storied apartment building.
Moscow airports are reportedly working in a normal regime thanks to the powerful anti-fog equipment, which helps pilots and ground services. Train drivers have been ordered to give whistles and lower the speed on approaches to stations and railway crossings in areas of bad visibility.
According to administration of the Moscow region, there are 18 seats of forest and peat fires on an area of about 50 hectares. Seventy-one new forest and peat fires have erupted in the Moscow region over the past 24 hours on a total area of 177 hectares. Fife-fighters have extinguished 13 out of 14 peat fires and suppressed 39 out of 42 forest fires.

Putin plans emergency meeting on forest fires – Summary

Moscow – Prime Minister Vladimir Putin has called an emergency meeting with the governors of the regions devastated by the worst forest and peat fires that Russia has seen in decades, to be held on Monday in the capital Moscow.
“The situation remains tense,” Putin noted.
The broadcaster Echo of Moscow reported Saturday that officials in 14 of Russia’s regions have declared a state of emergency due to the fires, which have killed some 30 people, injured hundreds and left thousands homeless.
The situation on Saturday worsened in many regions of Russia, especially in the centre of Russia’s European half, the Interfax news agency quoted the head of the national emergency centre, Vladimir Stepanov, as saying.
“Russia burns!” the Moscow-based newspaper Kommersant proclaimed as the fires, which are expected to cause billions in damage, increasingly took on the shape of a national catastrophe.
July has been the hottest month on record, with temperatures averaging 35 degrees Celsius for weeks in many regions. Russian firefighters have blamed a lack of rain for the spread of the forest fires. Meteorologists don’t expect any relief in coming days.
Thousands of emergency services workers continued to fight more than 60 blazes across Russia on Saturday. Hundreds of smaller “islands of fire” are also plaguing the country, the Civil Defence Ministry said on its website.
The area surrounding the capital Moscow, which at one point had some 20 forest and peat fires raging, saw a slight improvement on Saturday. The capital’s more than 10 million residents have had to contend with heavily polluted air due to the peat fires.
Rescuers have brought dozens of children to safety in the worst- hit areas. The destruction is reported to be especially bad in the region of Nizhny Novgorod, some 400 kilometers east of Moscow.
Thousands of people have lost all of their belongings, as entire villages have gone up in flames. Many of the houses in the Russian provinces are made out of wood, making them particularly vulnerable.
Putin promised those affected that they will have access to new apartments, which are to be ready for move-in by October.
More than 120,000 hectares of forest have also been destroyed.
The Civil Defence Ministry has deployed helicopters, planes, bulldozers and trains with large water tanks. President Dmitry Medvedev on Friday also ordered more than 2,000 soldiers with heavy equipment to join the fight against the fires.
He defended the decision on Saturday during a meeting with Defence Minister Anatoliy Serdyukov.
“This is a substantial natural disaster, which only happens every 30 to 40 years, that is why the Defence Ministry could be mobilized for extinguishing (the fires) and remediating the consequences,” Medvedev said.
Russian leaders have criticized regional officials for not doing enough as the disaster became apparent. Putin warned of harsh consequences for the neglect shown by authorities during a visit to Nizhny Novgorod on Friday.
Provincial administrators, in turn, blamed carelessness by citizens for the spread of new fires.
Meanwhile, Germany’s foreign ministry offered Saturday to provide Russia with disaster aid, including medical supplies, emergency shelters and water purification equipment.

Firefighters reduced the nationwide area on fire from 129,000 ha (319,000 acres) to 114,000 ha (282,000 acres) on Saturday, the government said.
But more new fires erupted than were extinguished, and 438 were still burning on Sunday.

On Saturday, 369 new fires were registered while 338 were extinguished.
To date, 10 different Russian regions have been affected with 1,257 homes destroyed and 5,200 people evacuated, the emergencies ministry said.
Worst hit were the regions of Voronezh, Ryazan, Vladimir, Ivanovo, Moscow, Mordovia (capital: Saransk), Nizhny Novgorod and Tatarstan (capital: Kazan).
“There has never been a fire like this,” firefighter Maxim Korolyov told AFP news agency in the village of Maslovka, Voronezh, where reportedly all but five of 150 houses burnt down on Friday.
“It’s the first time I have had to fight a fire of this size.”
Elderly resident Vera Sakharova complained that firefighters had come too late.

The government is under pressure to rebuild ruined homes in time for winter – a promise Prime Minister Vladimir Putin made to residents of one devastated village in Nizhny Novgorod when he visited on Friday.
Emergency officials say the heat and drought are the main causes of the fires but they also blame human carelessness and urged people to use extreme caution when walking or driving in the woods or countryside.

30 killed in Russia’s bushfires

Russia has sent in troops to help hundreds of thousands of people battling bushfires, which have killed 30.
More than 200 planes and helicopters as well as thousands of fire engines are being used in the operation.
The Russian prime minister, Vladimir Putin, has admitted that mistakes were made in responding to the emergency, but says now isn’t the time to apportion blame.

Russia goes all out to combat raging wildfires

Russia has extinguished 387 of 787 new wildfires over the past 24 hours as the country strives to combat a spate of blazes triggered by an unrelenting heat wave.

The Emergency Situations Ministry said that a total of 826 fires were reported across Russia on Saturday, 39 of which were peat fires. The fires have burned a total area of more than 87,000 hectares (214,136 acres).

The wildfires reportedly were caused by the unprecedented heat wave and human negligence and were fanned by tornados in central and western parts of Russia, which is suffering its hottest summer since record-keeping began 130 years ago.

Meanwhile, officials said at least 30 people have been killed in the fires in the last three days. Three more bodies were found in Nizhny Novgorod region, pushing the number of fatalities in the region to 12.

The ministry said in a website statement that some 238,000 people, 25,000 vehicles and 16 aircraft are involved in the effort to extinguish the fires.

The ministry said that the forest fires across at least 14 of the country’s 83 regions have been put under control despite discouraging weather forecasts.

The Defense Ministry on Friday mobilized military forces, including all 300 of the army’s fire trucks, to help battle the blazes.

“We have created regional commanding offices for our troops that could help extinguishing the wildfires,” Defense Minister Anatoly Serdyukov said. “We have put in everything we have, including all of our fire brigades.”

Also Saturday, Prime Minister Vladimir Putin ordered that subsidies be provided as an aid to citizens who lost homes in the forest fires.

Putin on Friday visited Verkhnyaya Vereya, a village in the Nizhny Novgorod region where all 341 homes were burned to the ground and five residents were killed. Putin promised the residents 200,000 rubles (6,600 U.S. dollars) each in compensation.

The government said that five billion rubles (some 165 million U.S. dollars) have been allocated to help build new houses, restore the infrastructure, and pay compensation for lost property and one-time allowances to the families of those who died in the fires.

Nationwide, the fires have destroyed 1,200 homes, mostly provincial village dwellings, officials said.

Forest Forum of Greenpeace of Russia: Team of firefighters of Emercom of Lipetck region of Russia will fight fires in Shatura (Moscow region), that fire was liquidated 30 times officially (30 July 2010)

The mobile group of Central administrative board of the Ministry of Emergency Situations of Russia in the Lipetsk region has gone to Moscow Region for rendering assistance in suppression of a large peat fire near to settlement Sokolja Griva (in six kilometres to the southwest from settlement Misheronsky) in Shatursky area. The group structure includes twenty persons and five specialised fire-engine vehicles.

The fire that will fight Lipetsk firefighters is remarkable – it is started in the end of June, 2010 in Shatursky and Orehovo-Zuevsky areas. Since then the Ministry of Emergency Situations in Moscow Region almost daily reported that peat fires are extinguished and acting natural fires in area are not present. Thus, the fire about Sokolej of the Mane from the official point of view (“on a paper”) from the moment of initial detection has been extinguished already about thirty times.

And here now for suppression of it “extinguished” a peat fire this was thirty times put out it is required assistance from the neighbour region, which itself very strongly suffers from forest fires, where yesterday in the village which has burnt down from forest fire two persons were died. Such is a severe payment for “information pranks” fire officials from the office of Ministry of Emergency Situations in Moscow Region.

Липецкие пожарные приедут в Шатуру тушить торфяной пожар, который “на бумаге” уже был потушен около тридцати раз подряд.

Сводный мобильный отряд Главного управления МЧС России по Липецкой области отправился в Московскую область для оказания помощи в тушении крупного торфяного пожара вблизи населенного пункта Соколья Грива (в шести километрах к юго-западу от поселка Мишеронский) в Шатурском районе.В состав отряда входят двадцать человек и пять специализированных пожарных автомобилей.

Примечательно то, что пожар, который будут тушить липецкие пожарные (видимо, уже тушат),разгорелся в конце июня 2010 года – см. сообщение В Подмосковье начались крупные торфяные пожары – горит торф в Шатурском и Орехово-Зуевском районах.С тех пор ГУ МЧС по Московской области практически ежедневно отчитывалось о том, что торфяные пожары потушены и действующих природных пожаров в области нет.Таким образом, пожар около Сокольей Гривы с официальной точки зрения (“на бумаге”)был с момента первоначального обнаружения потушен уже около тридцати раз.

И вот теперь для тушения этого “тридцать раз потушенного” торфяного пожара пришлось вызывать помощь из другого региона -из того, который сам очень сильно страдает от лесных пожаров, в которм вчера в сгоревшей от лесного пожара деревне погибли два человека.Такова жестокая плата за “информационные шалости” пожарных чиновников из ГУ МЧС по Московской области.

Public authorities do not know, how many people and technical units work now on suppression of forest fires in Russia. The data from different sources differs many times over to what of them can be trusted – it is not known (presumably – any). Even the data of the Ministry of Emergency Situations resulted in different messages for the same date on an official site of this ministry, differs several times.

In particular, in report of Emercom at 06:00h Moscow time on 31 July 2010 (it is placed on an official site of the Ministry of Emergency Situations of the Russian Federation) it is said that “for suppression of forest fires 16,118 persons and 3,468 technical units including 56 aircraft» were involved.

In the message of the Ministry of Emergency Situations that “conditions with fires in territory of the Russian Federation are under  control”, placed also on an official site of the Ministry of Emergency Situations, it is said that “operations on suppression of  forest fires go on where involved 238,000 persons and 25,000 technical units, 226 aircraft including 16 aircraft of the Ministry of Emergency Situations of Russia”.

In a report of Federal Forest Agency of Russia for 30 July 2010, placed on an official site of Agency, it is said that on suppression of forest fires involved following: 9246 persons, 58 aircrafts and 2308 units of technical equipment.

 Thus the data about quantity of the forest fires, resulted by FFA and the Emercom, approximately coincides (that it is no wonder as the Emercom obtains the initial data about forest fires from FFA). According to an aforementioned report of FFA, on 30 July 2010 in Russia 907 forest fires , from them by the end of day remains acting 414. In an aforementioned report of the Ministry of Emergency Situations for 31 July 2010 it is underlined that within days there were 787 forest fires and 39 peat fires, 387 forest fires are extinguished, 400 forest fires and 18 peat fires continue acting (thus it is not underlined, how many fires have continued to burn from a previous day).

In general, it is possible to consider that according to official figures within yesterday in Russia operated 826 forest and peat fires (according to the Emercom, very close to given by FFA for a previous day).

Thus, on every acting fire on 30 July 2010 the forest or peat fire was necessary on the average, according to FFA, approximately 11 persons occupied in suppression, and approximately  one aircraft on each fourteen fires.

Under “the modest” data of the Emercom (report for 31 July), on every acting fire on 30 July 2010 the forest or peat fire was necessary on the average approximately 20 persons occupied with its suppression, and approximately  one aircraft on each fifteen fires.

Under “the immodest” data of the Emercom(the special message that the situation is under control), on every acting fire on 20 July 2010 the forest or peat fire was necessary on the average approximately on 288 persons occupied with its suppression, and approximately one aircraft on each four fires.

If to correlate quantity occupied on suppression not with total of fires, and with quantity of operating fires (400) the result turns out even more impressing: under “the immodest” data of the Ministry of Emergency Situations on the average on each such fire it is necessary about six hundred persons, and about one aircraft on two fires.

And now a question: whether saw somebody from you in forest such considerable quantity of representatives of the Ministry of Emergency Situations? Well or at least ten times the smaller? Or it is imaginations all exclusively “extreme generals”, till now trying to give out wished for the valid?

Государство не знает, сколько людей и техники сейчас работает на тушении лесных пожаров в России (31 июля 2010)

Органы государственной власти не знают,сколько людей и техники работает сейчас на тушении лесных пожаров в России. Данные из разных источников различаются во много раз, какому из них можно верить – неизвестно (предположительно – никакому). Даже данные МЧС,приводящиеся в разных сообщениях за одну и ту же дату на официальном сайте этого министерства, различаются в несколько раз.

В частности, в сводке ЧС на на 06.00 московского времени 31 июля 2010 г. (размещена на официальном сайте МЧС РФ) говорится,что “для тушения лесных пожаров привлекалось 16118 человек и 3468 единиц техники, из них 56 воздушных судов”.

В сообщении МЧС о том, что “обстановка с пожарами на территории РФ находится под контролем”, размещенном также на официальном сайте МЧС, говорится,что “Продолжаются работы по тушению отдельных очагов пожаров, в которых от РСЧС привлечены 238 тыс. человек и 25 тыс. единиц техники, в том числе 226 единиц авиатехники, из которых ежедневно к тушению лесных пожаров привлекаются 16воздушных судов МЧС России”.

В сводке Рослесхоза о лесопожарной обстановке на 30 июля 2010 года,размещенной на официальном сайте ведомства,говорится о том, что на тушении лесных пожаров работает людей – 9246 человек,воздушных судов – 58, технических средств – 2308.

При этом данные о количестве лесных пожаров,приводимые Рослесхозом и МЧС, примерно совпадают (что неудивительно,поскольку МЧС получает исходные данные о лесных пожарах именно от органов управления лесами). Согласно вышеупомянутой сводке Рослесхоза, 30 июля в России зафиксировано 907 очагов лесных пожаров, из них к концу дня осталось действующих 414. В вышеупомянутой сводке МЧС за 31 июля указывается,что в течение суток возникло 787 очагов лесных пожаров и 39 торфяных,потушено 387 очагов лесных пожаров,продолжают действовать 400 очагов лесных пожаров и 18 торфяных (при этом не указывается, сколько пожаров продолжило действовать с предыдущего дня;в реальности под “возникшими в течение суток” пожарами понимаются те,которые действительно возникли, и те,которые просто продолжили горение).

В общем, можно считать,что по официальным данным в течение вчерашнего дня в России действовало 826 лесных и торфяных пожаров (по данным МЧС, очень близким к данным Рослесхоза за предыдущий день).

Таким образом, на каждый действовавший в течение суток 30 июля 2010 года лесной или торфяной пожар приходилось в среднем,по данным Рослесхоза, примерно по 11 человек, занятых его тушением,и примерно по одному воздушному судну на каждые четырнадцать пожаров.

По “скромным”данным МЧС (сводка ЧС за 31 июля), на каждый действовавший в течение суток 30 июля 2010года лесной или торфяной пожар приходилось в среднем примерно по 20 человек, занятых его тушением, и примерно по одному воздушному судну на каждые пятнадцать пожаров.

По “нескромным”данным МЧС (специальное сообщение о том, что ситуация находится под контролем),на каждый действовавший в течение суток 30июля 2010 года лесной или торфяной пожар приходилось в среднем примерно по 288 человек, занятых его тушением,и примерно по одному воздушному судну на каждые четыре пожара.

Если соотнести количество занятых на тушении не с общим количеством пожаров, а с количеством действующих пожаров (400), то результат получается еще более впечатляющим: по “нескромным” данным МЧС в среднем на каждый такой пожар приходится около шестисот человек,и примерно одно воздушное судно на два пожара.

А теперь вопрос к уважаемым участникам Лесного форума: видел ли кто-нибудь из Вас в лесу такое большое количество представителей МЧС?Ну или хотя бы вдесятеро меньшее? Или это все исключительно фантазии “чрезвычайных генералов”, до сих пор пытающихся выдать желаемое за действительное?

Forest Forum of Greenpeace of Russia: One “not officially registered” forest fire is burning on and area that is equal to all forest fires area officially registered in Russia (31 July 2010)

In the north of the Far East on the territory of Forest Fund acting many large fires. The forest-tundra – light forests burn mainly, thickets cedar and not forest areas, but all the same these fires should be considered in the official reporting of FFA (as occur on the territory of Forest Fund).

The largest of these fires is ongoing in the second week, gradually extending and grasping all new areas, in territory of the Kamchatka region (within the former Koryak autonomous region) near to settlements Slautnoe, Tarsuki and Oklan. By this time the area passed by this fire, makes about a half-million of hectares, and extent of ashes – 103 kilometres. The fire continues to burn, covering all new and new sites. The basic part of an edge of a fire is in the roadless not occupied district, to extinguish its remained forces of workers of a forestry it is almost impossible.

That the area of the earths of the Forest Fund, passed by this fire, already was practically made even to a total area of all fires officially considered by FFA on the territory of Forest Fund from the beginning of 2010 is remarkable. According to a report about fire conditions for 30 July 2010, the area passed by fires on the area of Forest Fund from the beginning of 2010, has made 573,302 hectares is approximately on 15 % more than the area passed only one not considered (or “not registered”) a fire in the Kamchatka region.

According to the FFA Report on operating forest fires for 29 July 2010, the area passed by fires on the earths of Forest fund in the Kamchatka region from the beginning of 2010 has made 8213 hectares is in 60 times less, than the area passed only by one aforementioned fire.

Thus in the Kamchatka , Republic Sakha (Yakutia), the Magadan area and Chukotka autonomous region acting still large forest fires, including more than ten fires with the area more than fifty thousand hectares. The total area of the forest-tundra fires acting on the territory of Forest fund, in these four regions, on a tentative estimation, has exceeded one and a half million hectares.

Such understating of the area passed by fires on the territory of Forest fund, allows to Forestry authorities and the Emercom to state that they supervise a situation with forest fires, and that the areas passed by fire, while several times less than last year’s. Probably, all the matter is that FFA is simple while checks and co-ordinates “the fire” reporting with regions of the Russian Federation, and eventually all these fires will find the reflection in the official statistics (though in it is trusted hardly). But even if it so – the operative information on forest fires is valuable when it allows to receive really operatively the information on an event and to take corresponding situations of measures. If all these huge not registered fires are qualitatively considered by the autumn – advantage of it will be a little (and such  fires, though and a little less there are even in populated areas of Russia).

It is especially necessary to notice that the vegetation destroyed by forest-tundra fires, is restored extremely slowly – as a rule, on its restoration centuries because of the slowest growth of trees and bushes in extreme conditions and their low seed efficiency leave.

Один неучтенный лесной пожар почти сравнялся по площади со всеми “учтенными”пожарами 2010 года (31июля 2010)

На севере Дальнего Востока на землях лесного фонда действует очень много крупных пожаров. Горит главным образом лесотундра – лиственничные и каменноберезовые редколесья, заросли кедрового стланника и нелесные площади,но все равно эти пожары должны учитываться в официальной отчетности Рослесхоза (поскольку происходят на землях лесного фонда).

Самый крупный из этих пожаров действует уже вторую неделю, постепенно расширяясь и захватывая все новые площади, на территории Камчатского края (в пределах бывшего Корякского автономного округа) вблизи населенных пунктов Слаутное, Тарсуки и Оклан.К настоящему времени площадь, пройденная этим пожаром, составляет около полумиллиона гектаров, а протяженность гари – 103 километра. Пожар продолжает действовать, охватывая все новые и новые участки. Основная часть кромки пожара находится в бездорожной ненаселенной местности,потушить ее оставшимися силами работников лесного хозяйства практически невозможно.

Примечательно то, что площадь земель лесного фонда, пройденная этим пожаром, уже практически сравнялась с общей площадью всех официально учтенных Рослесхозом пожаров на землях лесного фонда с начала 2010 года.Согласно сводке о лесопожарной обстановке на 30 июля 2010 года,площадь, пройденная пожарами на землях лесного фонда с начала 2010 года,составила 573 302 гектаров – это примерно на 15% больше,чем площадь, пройденная только одним неучтенным (или “недоучтенным”)пожаром в Камчатском крае.

Согласно Рослесхозовскому Отчету о действующих лесных пожарах за 29 июля 2010 года, площадь,пройденная пожарами на землях лесного фонда в Камчатском крае с начала 2010 года составила 8213 гектара – это в 60 раз меньше, чем площадь,пройденная лишь одним вышеупомянутым пожаром.

При этом в Камчатском крае,Республике Саха (Якутия),Магаданской области и Чукотском автономном округе действует еще множество крупных лесных пожаров, в том числе более десятка пожаров площадью более пятидесяти тысяч гектаров.Общая площадь лесотундровых пожаров, действующих на землях лесного фонда, в этих четырех регионах, по предварительной оценке,превысила полтора миллиона гектаров.

Такое занижение площади, пройденной пожарами на землях лесного фонда, позволяет органам управления лесами и МЧС утверждать,что они контролируют ситуацию с лесными пожарами,и что площади, пройденные огнем,пока в несколько раз меньше прошлогодних.Возможно, все дело в том,что Рослесхоз просто пока проверяет и согласовывает “пожарную” отчетность с органами управления лесами субъектов РФ, и в конце концов все эти пожары найдут свое отражение в официальной статистике (хотя в это верится с трудом). Но даже если это так – оперативная информация о лесных пожарах ценна тогда, когда она позволяет действительно оперативно получать информацию о происходящем и принимать соответствующие ситуации меры.Если все эти гигантские недоучтенные пожары будут качественно учтены к осени – пользы от этого будет немного (а таких недоучтенных пожаров,хотя и несколько меньшего масштаба, хватает и в густонаселенных регионах страны).

Особенно необходимо отметить,что растительность, уничтоженная лесотундровыми пожарами, восстанавливается крайне медленно – как правило,на ее восстановление уходят столетия из-за крайне медленного роста деревьев и кустарников в экстремальных условиях и их невысокой семенной продуктивности.
