Aguarde-se então mas há um perigo imenso à espreita: as espécies exóticas, isto é, as acácias (mimosas) e as haqueas. Adoram fogo, competem com as espécies nativas, ganham sempre e são difíceis de erradicar. “É usar o fogo controlado quando começam a germinar”, sugere Francisco Moreira. Um problema também agrícola e urbano

“Uma coisa sabemos: agora temos 15 anos até que estas zonas estejam novamente em condições de arder mas não nos podemos esquecer de quem realmente manda: o clima. Vai continuar a arder, isso é certo, mas o que interessa é que não faça vítimas nem grandes estragos”, advoga Francisco Moreira. Dado o abandono do interior, a intervenção na floresta tem de ser cirúrgica, nos locais certos.

Mas a resposta não está só na floresta, está também na agricultura, nas políticas urbanas e de coesão territorial. “Antes as aldeias eram defendidas por uma cintura agrícola que agora desapareceu. Tem de haver uma política agrícola orientada para defender os agregados populacionais”, acrescenta. Dado o flagelo, defende que a Política Agrícola Comum, no Sul da Europa, seja dirigida para este problema. “A agricultura produz paisagem, ecossistemas que reduzem riscos como incêndios ou cheias, e há dinheiro disponível que pode ser entregue aos agricultores para fazerem pastagens ou pomares, por exemplo, à volta de aldeia”. Mas isto não basta. “Estamos a reformar tudo com quem? E para quem?”, questiona Helena Freitas, que liderou a Unidade de Missão para a Valorização do Interior. “Nada se conseguirá fazer sem nos apoiarmos nas estruturas que existem no território, sejam públicas sejam organizações de produtores florestais, Associações de Desenvolvimento Local, etc. Temos de encontrar entidades que nos conseguem aproximar dos territórios e elaborar programas que envolvam as comunidades”, defende.

A sua experiência na Unidade de Missão diz-lhe, porém, que essa não foi nem é prioridade. O investimento privado no interior é uma gota no oceano e o do Estado raro e pouco eficaz, não há descentralização dos serviços centrais e não se geram condições para cativar os mais novos.
