Россия — С 11 по 13 ноября в Новосибирске, на базе МВК «Новосибирск Экспоцентр», впервые будет реализован уникальный международный проект «Технологии противопожарной защиты. Экология. Климат 2013».
Организация мероприятия осуществляется совместными усилиями профессиональных выставочных операторов «Сибирь Экспо» (Россия) и Leipziger Messe International (Германия) в партнерстве с Центром глобального мониторинга пожаров Global Fire Monitoring Centre (Германия) под эгидой Международной стратегии ООН по снижению опасности стихийных бедствий (UNISDR).
Проект получил поддержку со стороны Федерального агентства лесного хозяйства Рослесхоз, ФБУ «Авиалесоохрана», МЧС, Администрации СФО и Правительства Новосибирской области.
Актуальность темы лесных пожаров особо остро встала во время пожароопасных сезонов 2010 и 2012 годов. Учитывая протяженность площадей возгораний, существенное влияние на тушение пожаров оказывали только природные осадки. Вопрос поиска эффективных способов локализации пожаров, механизмов взаимодействия структур регионального и федерального уровня вот задачи, решение которых можно считать первоочередным. В настоящий момент Правительство Российской Федерации тесно взаимодействует с Центром глобального мониторинга пожаров, соответствующими структурами ООН с целью разработки стратегий управления лесными пожарами на национальном и международном уровнях. Реализация проекта «Технологии противопожарной защиты. Экология. Климат 2013» является логическим продолжением этой работы.
Ключевым событием проекта станет Международный конгресс ««Лесные пожары и изменение климата. Проблемы управления пожарами в природном ландшафте Евразии», организация которого проходит при непосредственном участии Центра глобального мониторинга пожаров в рамках двустороннего Российско-Германского Соглашения о сотрудничестве в области устойчивого лесопользования.
Известные международные эксперты, занимающиеся исследованиями природных пожаров, представят свои доклады, посвященные вопросам эффективного пожароуправления на территории, занимаемой странами-участницами Европейской экономической комиссии ООН. При этом, особое внимание будет уделяться разработке действенных механизмов защиты лесного фонда в Российской Федерации, а так же возможностям трансграничного сотрудничества в сфере предупреждения лесных пожаров со странами СНГ.
Значительный вклад в работу конгресса внесут представители Центра глобального мониторинга пожаров (GFMC), Глобальной сети по природным пожарам Международной стратегии ООН по снижению бедствий, ведущих исследовательских институтов России, США, Украины, Монголии, Кореи, лесных программ Фонда защиты дикой природы (WWF) и «Гринпис России», международной программы Carbon Initiative, Канадской и Американской лесных служб и других авторитетных организаций.
Результаты работы Конгресса будут отправлены в качестве рекомендаций на Региональный Форум ЕЭК ООН/ФАО по трансграничному сотрудничеству в управлении пожарами, который пройдет в конце ноября в Женеве.
Другим важным событием проекта станет Международная специализированная выставка по предупреждению и тушению лесных пожаров, на которой будут представлены последние достижения в области аппаратных и технических возможностей пожаротушения, новинки в сфере глобального мониторинга, нестандартные решения для организации мер по предупреждению лесных пожаров, исследовательские и практические разработки.
Выставка послужит идеальной площадкой для встречи российских и иностранных компаний с федеральными органами исполнительной власти и другими организациями, отвечающими за принятие решений в области предупреждения и тушения лесных пожаров.
Такой формат проекта, предполагающий совместное проведение конгресса и выставки будет способствовать созданию конкретных и применимых практических решений в сфере управления лесным фондом, а также новых стратегий пожароуправления, как в России, так и в мире.

The organization of the event is a joint effort of professional exhibition companies’ Siberia Expo “(Russia) and the Leipziger Messe International (Germany), in partnership with the Global Fire Monitoring Center (Germany) under the auspices of the UN International Strategy for Disaster Risk Reduction (UNISDR) .
The project was supported by the Federal Agency for Forestry Rosselhoz, Federal Agency of Forestry “Avialesookhrana”, EMERCOM of Russia, the Administration of the Siberian Federal District and the Government of the Novosibirsk region.
Relevance of the topic of forest fires proved particularly topical during the fire seasons of 2010 and 2012. Given the territory of fire areas, only natural rainfall provided a significant impact on firefighting. The problem is finding effective ways to localize fires, the mechanisms of interaction of the regional and federal level. Finding a solution can be considered high priority. At the moment the Government of the Russian Federation is working closely with the Global Fire Monitoring Center, the relevant UN agencies to develop strategies for fire management at the national and international levels. Implementation of the “Technologies for fire protection. Ecology. Climate – 2013 ” is a logical extension of this work.
A key highlight of the project will be the International Congress Forest fires and climate change. Problems of fire management in the natural landscape of Eurasia “, the organization which involves the direct participation of the Global Fire Monitoring under the bilateral German-Russian agreement on cooperation in the field of sustainable forest management.
Well-known international experts engaged in research of natural fires will present their reports on the effective fire management in the territory occupied by the member countries of the European Economic Commission. At the same time, special attention will be paid to the development of effective mechanisms to protect forest resources in the Russian Federation, as well as the possibilities of cross-border cooperation with the CIS countries in the field of prevention of forest fires.
The work of the Congress will benefit from contributions of the representatives of Global Fire Monitoring Center (GFMC), the Global Wildland Fire Network United Nations International Strategy for Disaster Reduction, the leading research institutes in Russia, USA, Ukraine, Mongolia, Korea, forest programs by the World Wide Fund for Nature (WWF) and “Greenpeace Russia”, International Program Carbon Initiative, the Canadian and the U.S. Forest Services and other renowned organizations.
The results of the Congress will be sent as a recommendation to the Regional Forum of UNECE / FAO on cross-border cooperation in fire management, which will be held in Geneva in late November.
Another highlight of the project is the International Exposition for the prevention and suppression of forest fires, which will showcase the latest advances in hardware and technical capabilities of fire, novelties in the field of global monitoring, innovative solutions for prevention of forest fires, research and practical development.
The exhibition is an ideal venue for meetings of Russian and foreign companies with federal authorities and other organizations responsible for decision-making in the field of preventing and fighting forest fires.
This format of the project, involving the joint holding of the congress and exhibition will contribute to the creation of specific and applicable solutions in the management of forest resources, as well as new strategies for fire management, both in Russia and in the world.
